On improving the educational and material base for training citizens basic knowledge in the field of defense.

The Ministry of Education and Science offers for use in work the recommended material and technical equipment of institutions for teaching citizens basic knowledge in the field of defense and their training in the basics military service(application). The standards were approved by a joint order of the Minister of Defense of the Federation and the Ministry of Education and Science of the Russian Federation dated February 24, 2010 No. 96/134 “On approval of instructions on the organization of training citizens in basic knowledge in the field of defense and their training in the basics of military service in secondary (complete) educational institutions general education, educational institutions of primary vocational and secondary vocational education and educational points" (hereinafter referred to as the Instructions) in order to bring the material and technical equipment of the educational institution into compliance with the instructions.

The instructions define the followingfunctions of heads of educational institutions

Organize training of citizens in an educational institution in basic knowledge in the field of defense and their training in the basics of military service;

Provide material and technical equipment for the educational institution

To teach citizens basic knowledge in the field of defense and prepare them for the basics of military service

- organize work in an educational institution on military-patriotic education of citizens;

Provide assistance to the military commissariat in registration of citizens for military registration;

Participate in organizing training camps;

Interact with military commissariats and military units on questions organizing and conducting training camps.

For the high-quality performance of the above functions in educational institutions, the educational and material base is created and constantly improved. The educational and material base includes: a subject room with educational and visual aids, technical training aids, a sports town with elements of an obstacle course (at least three), a shooting range or a place for shooting (electronic shooting simulator).

In the absence of elements of the educational and material base or insufficient material and technical equipment, it is necessary to approve a plan for bringing them into compliance with recommended standards.

I. GENERAL PROVISIONS

State educational standard in the course "Fundamentals life safety" includes a basic level of presentation educational material, which the state undertakes to present to all students, regardless of the type of educational institution.

The main result of mastering knowledge, skills and abilities in life safety is the students’ assimilation of the minimum requirements for human life, regardless of what he will do in the future.

The training base should facilitate the successful completion of state standard and regional standard requirements.

To successfully solve educational problems determined by curriculum, in every secondary school ( educational institution) it is recommended to have a life safety cabinet. A life safety classroom should be understood as a training room equipped with classroom furniture, educational and visual aids, technical teaching aids and devices that are rationally placed in readiness for systematic use in lessons and extracurricular activities on life safety. A spacious, bright room of 54-60 square meters is allocated for it. m with an adjacent laboratory room, where a metal cabinet for storing pneumatic weapons can be located. The laboratory has an entrance from the life safety room.

Life Safety Cabinet secondary school is equipped for the purpose of:

Basic sports standards for pre-conscription age teenagers.

General military regulations of the RF Armed Forces.

IV. CIVIL DEFENSE CORNER

Corner civil defense is located in a visible place in the school. The materials are used in classes on a number of topics. It is recommended to place the following materials in it when equipping a corner:

Civil defense management structure in Russia;

Possible emergencies for a given area and the actions of the population in the event of the threat and occurrence of these emergencies;

V. METHODOLOGY FOR EVALUATING THE EDUCATIONAL AND MATERIAL BASE IN LIFE OF LIFE

When holding a competition training base for life safety, a unified assessment methodology is needed.

The proposed methodology focuses on providing each lesson with visual aids, tables and gives the following scores:

Availability of visual aids (posters, tables, drawings) at the rate of one visual aid – 1 point; for providing 1 lesson no more than 3 points;

presence of control material(control cards): 1 topic – 5 points;

Situational tasks: 1 task – 5 points;

Tests: for half a year – 40 points, for a year – 40 points;

Slides (for providing a lesson no more than 3 points);

Videos on the topic – 10 points;

provision of personal protective equipment, medical protective equipment: - gas masks – 10 points;
