I. General Provisions

1. This Regulation on information interaction of emergency operational services within the framework of the system for providing calls to emergency operational services on a single number "112" in the Bryansk region (hereinafter - the Regulation) establishes the rules for organizing information interaction of emergency operational services (hereinafter - EOS) within the framework of the support system calling emergency services on a single number "112" (hereinafter - system-112). Interaction is defined as a collaborative, systematic, coordinated EBS activity.
2. The purpose of the development of the Regulations is to create conditions for information support of the activity of the EOS within the framework of the system-112 of the Bryansk region, for making management decisions.
3. The territory of the Regulation is the territory of the Bryansk region. The Regulation applies to all duty dispatching services (hereinafter - DDS) of the EOS participating in information interaction, as well as to other organizations by decision of the Government of the Bryansk region.
4. Informational interaction of DDS EOS within the framework of system-112 is carried out using complexes of automation equipment (hereinafter referred to as KSA) of system-112 of the Bryansk region, which have a single software, information space and are united into a single network. KSA are interfaced with the existing automated systems of interacting DDS EOS.
5. Based on these Regulations, the following documents are developed:
a) agreements on information exchange between EOS;
b) job descriptions for the personnel of the system-112;
c) training programs for personnel of the system-112.

II. Goals and objectives of the implementation of information interaction of emergency operational services within the system-112 of the Bryansk region

6. The purpose of EOS information interaction within the Bryansk region-112 system is to increase the EOS response time to calls arriving at a single number "112", including in the event of a threat or emergency (hereinafter - ES).
7. To achieve this goal in the information interaction of EOS within the framework of the system-112 of the Bryansk region, the following tasks are solved:
a) determination of the composition of information and types of forwarded calls in the information interaction of the EOS;
b) the organization of sending information about calls (messages about incidents) to the DDS EOS in accordance with their competence for the organization of an emergency response;
c) organization of the provision operational information on the results of response to calls (messages about incidents);
d) conducting a comprehensive analysis of incoming information about incidents;
e) registration of all incoming and outgoing calls (messages about incidents) to the number "112";
f) maintaining a unified database on the main characteristics of incidents, on the beginning, end and on the main results of emergency response to received calls (messages about incidents);
g) ensuring the compatibility of information resources of the EOS within the framework of the system-112 of the Bryansk region.

III. List of participants in information interaction

8. Participants in information interaction are the main call processing center of the system-112 (hereinafter referred to as the Call Center), the backup call processing center of the system-112 (hereinafter referred to as the RCOV), the navigation and information center (SIC) of GAIS "ERA-GLONASS" (hereinafter referred to as the system " ERA-GLONASS "), unified dispatching services of municipalities with deployed components of the system-112 (hereinafter - EDDS) and DDS EOS, integrated into the system-112, including:
a) service fire department;
b) emergency response service;
c) police service;
d) ambulance service;
e) emergency service of the gas network;
f) anti-terror service.

By decision of the Government of the Bryansk region, other organizations that need to provide information interaction with the system-112 may become participants in information interaction within the system-112 of the Bryansk region.
9. In their activities, EOS participating in information exchange are guided by regulatory legal acts Russian Federation, regulatory legal acts of the Bryansk region, regulatory documents of the relevant ministries and departments, as well as this Regulation.
10. UDDS is the coordinating body for information exchange for all DDS of emergency operational services in solving the problems of the system-112 on the territory of the corresponding municipality.
11. UDDS concludes bilateral agreements on information interaction of EOS within the framework of the system-112 (hereinafter referred to as the agreement) with each DDS EOS of the corresponding municipality separately. The signed agreements are approved by the leadership of territorial bodies of federal executive bodies, executive bodies of the Bryansk region, organizations in charge of the corresponding DDS, and the head of the body local government.
Agreements should:
a) establish the main directions of interaction between EOS within the framework of the system-112 of the Bryansk region;
b) regulate the implementation of information exchange between the EOS in the framework of the system-112 of the Bryansk region in various modes of operation of the personnel of these services.

IV. Composition of information to be exchanged in the course of interaction

12. The exchange of information between the EOS is carried out with the established frequency or immediately in accordance with this Regulation and on the basis of the concluded agreements. The information transmitted between the EOS within the system-112 of the Bryansk region is divided into operational and periodic.
13. Operational information includes information about EOS calls on a single number "112", including:
a) citizens' appeals;
b) emergency notifications and notifications about the forecast and the fact of emergency situations, information on the emergency management of forces and means, elimination of the consequences of emergency situations;
c) urgent information on the development of the situation in emergency situations and incidents and on the progress of work on their elimination;
d) information on the results of the DDS response to EOS calls within the system-112;
e) information from the monitoring subsystem;
f) information on the state of the forces and means of the DDS;
g) reference and forecast information.
14. Periodic information includes:
a) statistical information on the results of the DDS response to EOS calls within the system-112;
b) statistical information on the results of emergency response, material damage;
c) information from the monitoring subsystem;
d) information on the state of the forces and means of the DDS.

V. Methods of information exchange within the system-112 of the Bryansk region

15. Information exchange between the EOS within the system-112 of the Bryansk region is carried out by means of the KSA system-112, which have a single software and information space and are united into a single network of voice telephone communication of operators and dispatchers during call forwarding, as well as periodic exchange necessary documents.
16. KSA are designed to automate the performance of all tasks assigned to the system-112 of the Bryansk region. In order to automate the process of information interaction of the EOS within the framework of the system-112 of the Bryansk region, KSA ensure the filling and transfer of information exchange cards between the DDS EOS. The transfer of the card of information exchange between the DDS EOS is understood as the notification of the corresponding DDS about the creation (correction) of the card, which is within the competence of the corresponding DDS.
17. Voice telephone communication between operators of the system-112 and EOS dispatchers during call forwarding occurs when a call arrives at a single number "112" in a call center, RCOV or a call processing center based on EDDS (hereinafter referred to as COV-EDDS) and qualification of the call as belonging to the competence corresponding EOS. The need for voice telephone communication between operators and dispatchers is determined during the initial survey of the caller.
18. Periodic exchange of necessary documents takes place either according to the schedule specified in the agreement, or at the request of one of the participants in the information exchange to the address of another participant.

Vi. The order of information interaction when processing incoming calls.

19. A call to a single number "112" is received by the operator of the system-112 at the Call Center, RCOV or Call Center-EDDS, depending on the territorial location of the subscriber.
20. The operator of the system-112, when receiving a call, performs an initial interrogation, fills in common part information exchange cards and, if necessary, an emergency response determines the DDS EOS involved for the response, notifies them by means of the KSA, ends the call or redirects the call to the corresponding DDS EOS.
When redirecting a call to the DDS EOS, the operator of the system-112, simultaneously with the transfer of the information exchange card in the automated mode, if necessary, through voice telephone communication, informs the DDS EOS dispatcher of the information received during the initial survey. If there is no possibility of immediate redirection of the call to the DDS EOS dispatcher, the information exchange is carried out only by transferring the information exchange card. The minimum knowledge for conducting a thematic survey in the direction of each EOS for filling out the information exchange card should be included in the training program for the operator personnel of the system-112. Upon receipt of the information exchange card, the EOS dispatcher fills in a specific part of the information exchange card and, if necessary, makes a callback to receive clarifying information on the incident.
After sending the information to the DDS EOS, the operator of the system-112 controls the confirmation of its receipt, if necessary, via telephone communication channels, provides clarifying information.
21. The dispatcher of the DDS EOS, after receiving the information, organizes the response to the call. Actions to organize the response are determined job descriptions... If necessary, the dispatcher clarifies the information by calling the contact phone number. All response actions are entered by the DDS dispatcher into the KSA. After completion of the response, the DDS EOS dispatcher makes an appropriate mark in the information exchange card.
22. Control of the call status, if necessary, coordination of the actions of the DDS EOS is carried out by the dispatching personnel of the EDDS. Removal from control is carried out automatically after receiving information from each of the involved DDS EOS about the completion of the response.
23. Upon receipt of reference calls related to the competence of any EOS, the operator of the system-112, in accordance with the concluded agreements, after filling out the information exchange card, redirects the calls to the DDS of the corresponding EOS. To process the remaining reference calls, the operator of the system-112, depending on the content of the question, uses the knowledge base of the subsystem of advisory services to the population of the system-112 or the interactive information and reference system of the voice answering machine IVR.
24. Operators of system-112 and dispatchers of DDS EOS bear personal responsibility for the correctness of filling out and maintaining the information exchange card, the accuracy of the information entered into it, compliance with the time standards for information exchange.

Vii. The procedure for information interaction in the implementation of a comprehensive response to an incident or emergency

25. When implementing a comprehensive response to an incident or emergency, the operator of the system-112 determines the composition of the EOS, which must be involved in responding to the incoming call. In this case, the selection is made according to the following criteria:
a) the involvement of the fire protection service occurs in the presence of open or closed foci of fire, strong smoke, the need to evacuate people, the threat of emergency situations or incidents that may result in a fire;
b) the involvement of the emergency response service is carried out when it is necessary to carry out emergency rescue operations, as well as the threat of emergency situations or accidents, as a result of which such work may be required;
c) the involvement of the police service occurs in the presence of road accidents, the need to immediately arrive at the scene of a crime, an administrative offense, the scene of the incident; suppression of illegal acts; elimination of threats to the safety of citizens and public safety; documenting the circumstances of the commission of a crime, an administrative offense, the circumstances of the incident; ensuring the safety of traces of a crime, administrative offense, incident; taking urgent measures in emergency situations to save citizens, protect property left unattended, assist in these conditions the uninterrupted work of rescue services;
d) the involvement of the ambulance service occurs when there are dead, sick or injured people at the scene of the accident, the threat of emergency situations or an accident, the results of which may be dangerous to the life and health of people;
e) the emergency service of the gas network is involved in the presence of a smell of gas, the termination of gas supply to the consumer without disconnecting it from the gas supply network, the destruction of gas communications that entailed an uncontrolled explosion or release of gas, as well as the threat of emergencies or accidents that may result in damage to the gas infrastructure of housing and communal services ;
f) the involvement of the "Anti-Terror" service is carried out when terrorist acts are committed or threatened.
Additional criteria for EOS involvement in the response are defined in agreements on information exchange between EOS.
26. With a comprehensive response to the incoming call, the dispatchers of the DDS of all involved EOS carry out support and coordination of the actions of the involved subordinate units. The DDS EOS dispatcher enters information about changes in the situation in the information exchange card of the system-112 immediately.
27. Duty dispatching personnel of EDDS:
a) monitors the actions of the attracted DDS;
b) informs all DDS of changes in the operational situation in the area of ​​the incident;
c) controls the completion of the response by all involved DDS.

VIII. The procedure for information interaction in the daily exchange of information

28. The mechanism of information exchange is defined in the agreement on information interaction EOS within the system-112.
29. In order to improve the activity, improve the planning of coordination of joint actions of the EOS and the formation of reporting within the system-112 between the participants of information interaction during the day according to the approved schedule, the exchange of periodic information is carried out.
30. The dispatching personnel of the EDDS once a day controls the automatic transmission of information from the monitoring subsystem about the current radiation, chemical, biological, environmental, fire and other conditions in the EOS. Such information is also provided on a reasoned request by the EBS outside the schedule. The DDS EOS dispatcher confirms the receipt of this periodic information. In the event of an emergency dangerous change in the situation, the specified information is transmitted immediately, while an information exchange card is formed. The controlled parameters of the monitoring subsystem within the framework of the exchange of periodic information include:
a) exceeding the established norms of the radiation background;
b) exceeding the established norms for the concentration of chemical and harmful substances in the air and water basins;
c) exceeding the epidemiological threshold of morbidity in humans and animals;
d) increasing the number (rank) of the fire, the fire of the highest number (rank);
e) an increase in the area of ​​natural fires;
f) industrial emissions of harmful substances into the environment.
31. In order to ensure information interaction of the EOS within the framework of the 112 system, the duty-dispatching personnel of the EDDS sends information about the meteorological situation and the predicted situation at potentially dangerous objects to the EOS once a day. Such information is also provided on a reasoned request by the EBS outside the schedule. The operator of the DDS EOS confirms the receipt of this information. In the event of an emergency change, the specified information is transmitted immediately. The parameters of the meteorological situation monitored by the UDDS within the framework of the exchange of periodic information include:
a) storm warning;
b) the possibility of heavy rains;
c) deterioration of the predicted situation at potentially dangerous facilities.
32. If necessary, in order to ensure the current activity of the EOS within the framework of the system-112, they can send requests to other participants in the information exchange for obtaining a regulatory or reference information concerning the functioning of the system-112, the results of emergency response, the state of forces and means. The response to the request is sent within the time period established in the agreements between the EOS within the system-112.

IX. Features of information interaction in various modes of operation of emergency services personnel

33. In accordance with the Regulations on the system for providing calls to emergency services at a single number "112", approved by the Government of the Russian Federation dated November 21, 2011 No. 958, the system-112 is intended for information support of the EDDS of municipalities.
34. In accordance with GOST R 22.7.01-2016 “Safety in emergency situations. Unified Duty Dispatch Service. Basic Provisions ", the Regulations on the EDDS of the municipality, approved by the protocol of the Government Commission for the Prevention and Elimination of Emergencies and Ensuring Fire Safety No. 7 dated 08/28/2015, the EDDS operates in the modes of daily activities, high preparedness and emergency situations for peacetime.
35. The modes of operation for UDDS are established by the head of the local government.
36. In the mode of daily activity, the EDDS is on duty in readiness for emergency response to the threat or occurrence of emergencies (incidents). The procedure for information interaction of the EOS within the system-112 in the daily mode of operation of the UDDS is regulated by Sections VI - VIII of these Regulations.
37. In the regime of high alert and emergency situation for peacetime, the coordination of interaction between the DDS EOS is carried out by the operational duty officer of the DDS.
The EDDS of the municipal formation and the attracted DDS EOS are transferred to the high alert mode when there is a threat of an emergency.
38. In the high alert mode, in the implementation of information interaction with the EOS, the following activities are additionally carried out:
a) the operational duty officer of the EDDS immediately transmits to the EOS the incoming information about the forces and means additionally involved to prevent an emergency or mitigate its consequences;
b) the operational duty officer of the EDDS immediately transmits to the EOS the incoming information about changes in the situation in the area of ​​a possible emergency;
c) the dispatchers of the DDS EOS immediately transmit the incoming information to the operational duty officer of the DDS EOS about the need to involve additional forces and means to eliminate the threat of emergencies;
d) dispatchers of the DDS EOS immediately transmit the incoming information about changes in the situation in their specialization in the area of ​​possible emergency situations to the operational duty officer of the DDS.

39. In an emergency situation, the EDDS of the municipality and the attracted DDS EOS are transferred in the event of an emergency.
40. In an emergency mode, during the implementation of information interaction with EOS within the framework of the system-112, the following measures are additionally carried out:
a) the operational duty officer of the EDDS immediately transmits to the EOS the incoming information about the forces and means additionally involved in the elimination of the consequences of the emergency;
b) the operational duty officer of the EDDS immediately transmits to the EOS the incoming information about changes in the situation in the emergency zone;
c) the operational duty officer of the EDDS immediately transmits to the EOS the instructions of the Emergency Situations Commission, the operational headquarters or other bodies in charge of emergency response;
d) dispatchers of the DDS EOS immediately transmit the incoming information to the operational duty officer of the DDS EOS about the need to attract additional forces and means to eliminate the consequences of an emergency;
e) dispatchers of the DDS EOS immediately transmit the incoming information about changes in the situation in their specialization in the emergency zone to the operational duty officer of the UDDS;
f) dispatchers of the DDS EOS immediately transmit to the operational duty officer of the UDDS information on the fulfillment of the instructions of the Emergency Situations Commission, the operational headquarters or other bodies in charge of emergency response.
Information about the actions of the involved forces and means of each DDS EOS is entered into the information exchange card of the system-112 by the corresponding service.
41. The order of information interaction of DDS when alerting civil defense and in war time carried out in accordance with the instructions to the personnel of the system-112, EDDS and DDS EOS on actions in the conditions of a special period.

X. Rules for call forwarding, attracting additional specialists (translator, psychologist) to the conversation

42. Call forwarding is part of the procedure for information interaction of the EOS within the framework of the system-112 of the Bryansk region. Call forwarding means call forwarding to EOS in accordance with its competence.
43. The operator of the system-112 makes a call forwarding to the fire department DDS dispatcher in the following cases:
a) the presence of difficulties in determining the appropriateness of responding to an incoming fire safety call;
b) qualification of the call as belonging to the sphere of responsibility of the fire service;
c) receipt additional information on a call previously forwarded to the fire department's DDS.
44. The operator of the system-112 makes a call forwarding to the dispatcher of the emergency response system in the following cases:
a) the presence of difficulties in determining the appropriateness of responding to an incoming call related to ensuring the safety of the population;
b) qualification of the call as belonging to the sphere of responsibility of the emergency response service;
c) receipt of additional information on the call previously forwarded to the emergency response DDS;
d) the need for the caller to receive qualified advice on ensuring the safety of the population.
45. The operator of the system-112 makes a call forwarding to the DDS dispatcher of the police in the following cases:
a) the qualification of the call as related to the activities of the police;
b) receipt of additional information on the call previously forwarded to the police station.
46. ​​The operator of the system-112 makes a call forwarding to the emergency medical service dispatcher in the following cases:
a) the need for a preliminary diagnosis to the patient or victim;
b) qualification of the call as belonging to the sphere of responsibility of the ambulance service;
c) the need for the caller to receive qualified advice on medical issues.
47. The operator of the system-112 makes a call forwarding to the dispatcher of the emergency service of the gas network in the following cases:
a) qualification of the call as belonging to the area of ​​responsibility of the emergency service of the gas network;
b) the need for the caller to clarify details or discuss the results of previous calls to the emergency service of the gas network;
c) the need for the caller to receive qualified advice on the emergency service of the gas network.
48. The operator of the system-112 makes a call forwarding to the dispatcher of the "Anti-Terror" service in the following cases:
a) receiving a message about a terrorist act or its threat;
b) accepting a call with information that can be used to organize and support the actions of the Anti-Terror service units.
49. The operator of the system-112 makes a call forwarding to the FKU "TsUKS GU EMERCOM of Russia in the Bryansk region" in cases where the incident is classified as an emergency.
50. Dispatchers of DDS EOS during call forwarding are responsible for filling in specific parts of information exchange cards in accordance with their area of ​​responsibility.
With a large number of incoming calls in order to reduce the waiting queue, the operator of the system-112 can forward the call to the appropriate DDS immediately after finding out the reason for the call. In this case, the DDS EOS dispatcher also fills in the common part of the information exchange card.
51. DDS EOS dispatcher makes call forwarding to the operator of system-112 in the following cases:
a) the arrival of a call with a message about the threat or occurrence of an emergency;
b) the need to involve other DDS in responding to the call, if finding out the composition of the DDS involved causes difficulty;
c) detection of erroneous call and the need to call another DDS;
d) the need to provide the caller with qualified psychological assistance;
e) the need to consult the caller on issues beyond the competence of this DDS.
52. The operator of the system-112 engages an interpreter in the conversation when a call arrives at foreign language or the language of the peoples of the Russian Federation, which are included in the list of languages ​​accepted for servicing calls by the system-112 on the territory of the Bryansk region, if the operator of the system-112 does not speak the language of the caller. The skills of determining the language of the subscriber from the specified list are included in the training program for the operator personnel of the system-112.
53. The personnel of the interpreter service can perform either the functions of the operator-112 when receiving calls, or the functions of simultaneous translation when the operator of the system-112 speaks with the subscriber.
If the personnel of the interpreter service performs the functions of the operators of the system-112, then the operator of the system-112 who received the call, after identifying the language, redirects the call to the operator who speaks the corresponding language and disconnects from the conversation. In this case, the translator is responsible for filling in all parts of the information exchange card. If necessary, he connects the dispatcher of the DDS EOS to the conversation, which is responsible for this incoming call, and performs the function of simultaneous translation in the conversation.
If the personnel of the interpreter service performs only the functions of simultaneous interpretation, then the operator of the system-112 who received the call, after identifying the language, connects an interpreter who speaks the corresponding language to the conversation. In this case, the operator of the system-112 in the course of a conversation using simultaneous translation fills in the general part of the information exchange card, if necessary, redirects the call to the DDS EOS without disconnecting the translator. When forwarding a call to DDS EOS, the interpreter continues to carry out simultaneous translation in the conversation between the DDS EOS dispatcher and the subscriber.
54. When a call arrives requiring psychological assistance, the operator of the 112 system makes a corresponding mark in the information exchange card and redirects the call to a specialist of the psychology service.
At the end of the conversation, the specialist of the psychology service enters the necessary information into the information exchange card and makes a note about the completion of the call processing.
When the psychologist service is involved remotely on a contractual basis, the psychologist service specialist at the end of the conversation brings the necessary information to the operator of the system-112, who enters it into the information exchange card and makes a note about the completion of the call processing.

XI. Features of information interaction of emergency operational services during intermunicipal and intersubjective interaction within the system-112

55. To increase the efficiency and optimize the process of responding to incoming calls at a considerable distance from the EOS of a particular municipal formation from its border, the forces and means of EOS of a neighboring municipality, located in relative proximity to the specified border, can be involved in responding to a call.
56. In the event that a call (incident message) arrives at the CC-EDDS from the territory of a neighboring municipality, which is part of the area of ​​responsibility of the EOS of the municipality that received the call, within the Bryansk region, the operator of system-112 processes the call according to the standard algorithm.
57. When a call is received from the territory located outside the established zone of responsibility of the EOS of the municipal formation within the boundaries of the Bryansk region, the operator of the system-112 fills in the general part of the information exchange card and redirects the call to the operator of the system-112 of the municipal district, the zone of responsibility of which includes the territory from which the call came in. The operator of the system-112, to whom the call was forwarded, organizes the response to it according to the standard algorithm.
58. In order to organize information interaction of the EOS within the system-112 when processing calls coming from the territory of neighboring constituent entities of the Russian Federation, intersubjective bilateral agreements are concluded, which are approved by the executive authorities of both constituent entities. In accordance with such agreements, the territorial zones of responsibility of the EOS of the border municipalities of each constituent entity of the Russian Federation are established. The territorial areas of responsibility of the EOS of one constituent entity of the Russian Federation can extend to the territory of a neighboring constituent entity of the Russian Federation, the EOS of which is located at a much greater distance from its border. The agreements also define the procedure for coordinating the actions of forces and assets of different actors involved in responding to one challenge. For the coordination of such actions, the EDDS of the municipality is responsible for the territorial zone of responsibility of which the scene of the incident belongs.
59. In the presence of signed intersubjective bilateral agreements, the algorithm for processing incoming calls in border municipalities coincides with the algorithm for processing calls in intermunicipal information interaction of EOS within the system-112 on the territory of one subject.

XII. The procedure for filling out and the form of the information exchange card

60 To ensure the unification of information transfer processes in the system-112, a unified information exchange card (hereinafter referred to as the card) is used. The unified card has an information part that is common for all DDS and a specific part for each EOS.
61. The unified information exchange card is filled in by the operators of the system-112 and dispatchers of the DDS.
Filling in the card begins with filling in its general informational part. In this case, the information provided by telecom operators is filled in automatically with the possibility of manual correction.
The coordinates of the scene, transmitted by the terminals of the GLONASS system, are also filled in automatically.
Next, the information about the incident, the place of the incident and information about the applicant are filled in.
The card is filled out using classifiers. In the general information part of the card, the following classifiers and lists are used:
the classifier of the state of response to the call;
the place of the incident;
Street;
road;
the language of communication;
an object;
type of incident.
After filling in the general part of the card, one or more specific parts of the card are filled in in accordance with the list of DDS involved in responding to the incoming call.
In specific parts of the card, the following classifiers and lists are used:
type of incident;
type of offense;
height;
body type;
type of vehicle (TC);
vehicle color;
type of call;
the degree of kinship of the caller;
type of accident;
type of disease;
polyclinic;
type of treatment in housing and communal services;
type of terrorist act.
In the process of reaction, the attracted DDS can correct their part of the card up to the removal of the card from control.
62. In order to avoid loss of time in case of emergency prompt response to incoming calls, if necessary, it is allowed to enter a minimum amount of data into a unified information exchange card with its subsequent immediate sending to the appropriate participants (subjects) of information interaction.

XIII. Features of information interaction with the ERA-GLONASS system

63. Information interaction with the ERA-GLONASS system is organized in accordance with this Regulation and the relevant agreement on the procedure for information interaction between the ERA-GLONASS GAIS operator and the authorized government body of the Bryansk region in the event of such an agreement.
64. The exchange of information is carried out between the Research Center of the ERA-GLONASS system and the Call Center (RCOV) of the 112 system of the Bryansk region.
65. Information exchange includes:
transmission from the SIC to the CEC (RCOV) of information about the accident;
reception of the SIC from the Call Center (RCOV) of information on the beginning and completion of emergency response measures to eliminate the consequences of an accident.
At the same time, information on the beginning and completion of emergency response measures to eliminate the consequences of an accident can be sent to the ERA-GLONASS system in a statistical mode.


5. Applications.

5.1. Regulation of information interaction of dispatch services on duty within the framework of the emergency call support system.

I. General Provisions.

1.1. This regulation establishes the rules for organizing information interaction of dispatch services on duty within the framework of the system for providing calls to emergency services using a single number "112" (hereinafter - system-112). Interaction is defined as a joint, systematic, coordinated activity of dispatch services on duty.

1.2. The objectives of the development of the regulation are:

enhancing the safety of the population of the Russian Federation by improving the process of information exchange between the DDS system-112 in order to solve the tasks it faces;

increasing the responsiveness to a threat or an emergency situation (hereinafter - ES), including a terrorist one.

1.3. Participants in information interaction are the System-112 Call Processing Center (hereinafter referred to as the Call Center), the System-112 backup call processing center (hereinafter referred to as the RCOV), the Navigation and Information Center (SIC) of the ERA-GLONAS Emergency Response System in case of accidents (hereinafter referred to as the system "ERA-GLONASS"), unified duty dispatching services of municipalities with deployed components of the system-112

Call Center is created in administrative center subject of the Russian Federation. The call center includes operators of the system-112 and the corresponding equipment, is designed to ensure the reception of calls from the population of the administrative center of a constituent entity of the Russian Federation at a single telephone number "112", centralized storage of information system-112, interaction with the regional central control center of the Ministry of Emergency Situations of Russia, the navigation and information center of the emergency response to accidents "ERA-GLONAS", EDDS and DDS within the system-112, and, if necessary, to receive calls from the territory of a constituent entity of the Russian Federation. The provisions of this regulation in terms of Call Center and RTSOV are similar to the requirements for UDDS (hereinafter - UDDS) and Duty Dispatch Services of Emergency Operational Services (hereinafter - DDS), integrated into the 112 system, including:

fire protection service;

emergency response service;

police service;

ambulance service;

emergency service of the gas network;

anti-terror service;

as well as the dispatching services of other emergency operational services, the list of which is determined by the Government of the Russian Federation.

This Regulation implies that the Call Center is deployed on the basis of the UDDS of the administrative center. Otherwise, the UDDS of the administrative center has the same status as the rest of the UDDS, and receives primary calls to a single number "112" from the administrative center.

1.4. In their activities, DDS participating in information exchange are guided by the regulatory legal acts of the Russian Federation, regulatory legal acts of the constituent entities of the Russian Federation, regulatory documents of the relevant ministries and departments, as well as this Regulation.

1.5. The territory of validity of the Regulation on information interaction of dispatch services on duty within the framework of the emergency call support system (hereinafter referred to as the Regulation) is the area of ​​responsibility of all DDS participating in information interaction.

1.6. The situations covered by the Regulation are:

citizens' appeals for emergency assistance;

road traffic accident (in which people were killed or injured, vehicles, structures, goods were damaged, or other material damage was caused);

a criminal situation (a message about an impending, committed or committed crime or administrative offense), the threat of a terrorist act;

emergency situation on the street and road network: accidents, failures in the work of the municipal engineering services, the elimination of which requires the connection of the forces and means of the city operational services;

other emergencies and incidents, information about which was received by the system-112.

1.7. UDDS is the coordinating body for information exchange for all DDS of emergency operational services in solving the problems of the system-112.

1.8. UDDS concludes bilateral agreements with each DDS separately on operational interaction and information exchange. The signed agreements are approved by the leadership of the executive authorities of the constituent entity of the Russian Federation, which are in charge of the relevant dispatch services), and the head of the local government. Agreements must contain:

refined criteria for assigning an incoming call to the area of ​​responsibility of the corresponding DDS;

time standards for information exchange between UDDS and DDS both when receiving and transferring a call, and when presenting information about the results of DDS actions;

a list of communication channels through which information exchange is carried out within the framework of the emergency call support system;

lists of telephone subscribers to take into account the priorities of incoming calls;

list of officials, responsible for organizing information exchange within the framework of the emergency call support system;

the role of the call center (RCOV) when interacting with the EDDS and DDS, integrated into the system-112.

1.9. The exchange of current and operational information is carried out at a specified frequency or immediately, in accordance with established criteria or on the basis of agreements.

1.10. Operational information includes information on calls to emergency services using a single number "112", including:

citizens' appeals;

calls and messages about a road traffic accident (RTA) coming from the ERA-GLONASS system;

emergency notifications and notifications about the forecast and the fact of emergencies, information on the emergency management of forces and means, elimination of the consequences of emergencies;

information on changing the operating mode;

urgent information on the development of the situation in emergency situations and incidents and on the progress of work on their elimination.

1.11. Current information includes:

information on the results of the DDS response to calls to emergency services within the system-112;

information on the results of emergency response, material damage;

monitoring subsystem information;

information on the state of the forces and means of the DDS;

reference and forecast information.

1.12. Information interaction of dispatching services on duty is carried out using an automated information system (AIS). AIS is interfaced with the existing automated systems of interacting DDS and the ERA-GLONASS system.

1.13. On the basis of these Regulations, documents (agreements, instructions for duty shifts) are developed that regulate the issues of information interaction of emergency operational services. These documents are developed by the territorial management bodies of the EMERCOM of Russia.

II. The order of handling incoming calls.

2.1. Algorithm of actions when receiving calls by the operator of the system-112.

2.1.1. A call to a single number "112" is received by the operator of the system-112 in the call center or EDDS, depending on the territorial location of the subscriber. In this case, an automatic recording of the conversation between the operator and the subscriber is carried out.

2.1.2. If at the time of the call there is no free operator, the call is put in the waiting queue with the provision of the IVR service to the subscriber. In this case, the subscriber's phone number is determined and compared with the lists available in the system. Based on the matching results, the call is assigned the appropriate priority.

If the waiting time for a response from the operator of the system-112 EDDS is more than 30 seconds, the call is transferred to the operator of a call center (backup call center) or DDS (if there is a corresponding provision in the agreement on operational interaction and information exchange).

2.1.3. If there are several free operators, the distribution of calls should be carried out automatically, taking into account the total load time of each operator from the beginning of the shift.

2.1.4. When receiving a call, the operator of system-112 fills in the general and, if necessary, specific part of the unified data exchange card (application). The procedure for filling out the card is given in section 7. A unified information exchange card is understood as a document of the unified database of system-112, access to which is available to all DDS involved in the response. The transfer of a unified card of information exchange between DDS is understood as the notification of the corresponding DDS about the creation (correction) of the card, which is within the competence of the corresponding DDS. If there is no need for an emergency response, it should be possible to transfer the call to the IVR to provide the caller with information on standard issues or access to the knowledge base of the population advisory service subsystem.

2.1.5. If an emergency response is necessary, the operator of the system-112 during the initial filling of the unified information exchange card, guided by the refined criteria for the transfer of information specified in the bilateral agreements on organizing interaction between the UDDS and the DDS, decides on the DDS involved for the response and ends the call or redirects the call to the appropriate DDS.

2.1.6. When redirecting a call to the DDS, the operator of the system-112 simultaneously in an automated mode sends the DDS dispatcher a unified information exchange card filled in in in electronic format during the initial survey. The operator of the system-112 is waiting for the DDS dispatcher to confirm the receipt of the completed card and to confirm the correspondence of the incoming call to the DDS area of ​​responsibility. After receiving confirmation, the operator of the system-112 disconnects from the subscriber.

2.1.7. When the call is terminated independently, the operator of the system-112 determines the list of DDS, the forces and means of which must be attracted to respond to the incoming call, enters the DDS list into the unified information exchange card and, using the automated information system, sends it to the addressees. The card is automatically saved in the database of the automated information system system-112.

2.1.8. After sending the unified information exchange card to the DDS, the operator of the system-112 controls the confirmation of receipt of the card, and, if necessary, provides clarifying information via telephone channels.

2.1.9. The DDS dispatcher, after receiving the information exchange card, organizes the response to the call. Actions for organizing the response are determined by job descriptions. If necessary, the dispatcher clarifies the information by calling the contact phone number. All response actions are entered by the DDS dispatcher into the information exchange card. After the completion of the response, the DDS dispatcher puts a corresponding mark in the information exchange card and sends the card to the operator of the system-112.

2.1.10. The call card accepted for execution is monitored at the workplace of the operator of the system-112, who received the call. The operator of the system-112, monitoring the state of the call, if necessary, coordinates the actions of the DDS, takes additional actions to respond to a call. Removal from control is made after receiving information from each of the involved DDS about the completion of the response.

2.2. Algorithm of actions when receiving calls by the DDS dispatcher.

2.2.1. When a call is received on multichannel telephones 01, 02, 03, 04, etc. directly in the DDS, the DDS dispatcher fills in the general and specific parts of the unified information exchange card.

2.2.2. If there is no free dispatcher at the moment of arrival of the call in the DDS, the call is put in the waiting queue with the provision of IVR capabilities to the caller. In this case, the subscriber's phone number is determined and compared with the lists available in the system. Based on the matching results, the call is assigned the appropriate priority. If the waiting time for the dispatcher's response is more than 1 minute, the call can be transferred to the operator of the system-112 (if there is a corresponding provision in the agreement on operational interaction and information exchange).

2.2.3. If an emergency response is required, the DDS dispatcher during the initial filling of the unified information exchange card, guided by the refined information transfer criteria specified in the bilateral agreements on organizing interaction between the DDS, decides on the advisability of involving other DDSs in the response and ends the call.

2.2.4. The call card accepted for execution automatically enters the system-112 database and is monitored at the workplace of the DDS dispatcher who received the call. The DDS dispatcher, which monitors the state of the call, takes additional actions to respond to the call, if necessary. Removal from control is made after receiving information about the completion of the response.

2.2.5. If it is necessary to involve other DDSs in responding to the incoming call, the DDS dispatcher sends the completed unified information exchange card to the operator of the system-112. The operator of the system-112 confirms the receipt and acceptance of the card for control.

2.2.6. If necessary, during the initial filling of the unified information exchange card, the DDS dispatcher makes a decision to redirect the call to the operator of the system-112. When redirecting a call, the DDS dispatcher simultaneously in an automated mode transfers to the operator of system-112 a unified information exchange card filled in electronically during the initial survey. The DDS dispatcher waits for the operator of the system-112 to confirm the receipt of the completed card and to confirm the transfer of the call control. After receiving confirmations, the DDS dispatcher disconnects from the call.

2.2.7. Confirmation of receipt of the card and confirmation of call control transfer during information exchange are carried out automatically. The relevant information is displayed at the workplace of the operator (dispatcher) who sent the card.

To do this, the operator (dispatcher) who accepted the card must make the appropriate marks on it at his workplace.

2.2.8. Operators of the system-112 and DDS dispatchers are personally responsible for the correctness of filling out and maintaining a unified information exchange card, the accuracy of the information entered into it, and compliance with the time standards for information exchange.

III. The procedure for information interaction of dispatch services on duty when organizing a comprehensive response.

3.1. To organize a comprehensive response, the operator of the system-112 after the end of the call, after receiving the forwarded call from the DDS dispatcher or the completed unified information exchange card has not been removed from control, determines the composition of the DDS that must be attracted to respond to the incoming call. In this case, the selection is made according to the following criteria:

the involvement of the fire service takes place in the presence of open or closed foci of fire, strong smoke, the need to evacuate people from the upper floors of buildings, an emergency threat or an incident that may result in a fire;

the involvement of the emergency response service is carried out when it is necessary to carry out emergency rescue operations, as well as the threat of emergency situations or accidents, as a result of which such work may be required;

the involvement of the police service occurs when it is necessary to ensure law and order at the scene of the accident, the presence of road accidents, the threat of emergency situations or accidents, for the elimination of the consequences of which law enforcement forces may be required;

the involvement of the ambulance service occurs when there are dead, sick or injured people at the scene of the accident, the threat of emergency situations or an accident, the results of which may be dangerous to the life and health of people;

the involvement of the emergency service of the gas network is carried out in the presence of a domestic gas leak, damage to gas equipment, the threat of an emergency or an incident that may result in damage to the gas infrastructure of housing and communal services;

the involvement of the "Anti-Terror" service is carried out when terrorist acts are committed or threatened.

3.2. With a comprehensive response to an incoming call, dispatchers of all involved DDS carry out maintenance and coordination of the actions of the involved subordinate units. The specific part of the card displays:

transmitted orders;

actions of subordinate units;

changes in the environment;

interaction with divisions of other DDS.

3.3. The DDS dispatcher immediately transmits information about changes in the situation to the operator of the system-112.

3.4. System operator-112:

monitors the actions of the attracted DDS;

communicates to all DDS changes in the operational situation in the area of ​​the incident;

controls the completion of the response by all involved DDS;

removes the call card from control after receiving confirmation from all DDS.

A call to a single number "112" is sent to the dispatcher at the Central Processing Center. In this case, an automatic recording of the conversation between the dispatcher and the subscriber is carried out.

If at the time of the call there is no free dispatcher of the system-112, the call is put in the waiting queue with the provision of a call routing service (IVR) to the subscriber. If there are several free dispatchers, the distribution of calls should be carried out automatically, taking into account the total load time of each dispatcher from the beginning of the shift.

System-112 dispatcher, upon receiving a call, fills in the general and, if necessary, specific part of the unified data exchange card. The procedure for filling out the card is given in section 7. A unified information exchange card is understood as a document of the unified database of system-112, access to which is available to all DDS involved in the response. The transfer of a unified card of information exchange between the Central Exhibition Center and the UDDS, DDS means the notification of the corresponding UDDS, DDS about the creation (correction) of the card, which is within the competence of the corresponding DDS.

If an emergency response is necessary, the dispatcher of TsOV-AC system-112 during the initial filling of the unified information exchange card, guided by the refined criteria for the transfer of information specified in bilateral agreements on operational interaction and information exchange, determines the DDS involved for response, notifies them and ends the call or redirects a call to the corresponding DDS.

When the call is completed independently, the dispatcher of TsOV-AC system-112 determines the list of DDS, the forces and means of which must be attracted to respond to the incoming call, enters the DDS list into the unified information exchange card and, using the automated information system, sends it to the addressees.

The card is automatically saved in the database of the automated information system system-112.

When redirecting a call to the DDS, the dispatcher of TsOV-AC of system-112 simultaneously in an automated mode sends the DDS dispatcher a unified information exchange card filled in electronically during the initial survey. The dispatcher of TsOV-AC system-112 waits from the DDS dispatcher for confirmation of receipt of the completed card, confirmation of the correspondence of the incoming call to the area of ​​responsibility of this DDS and verbally reports the information received during the initial survey. After receiving confirmation, the dispatcher of TsOV-AC system-112 disconnects from the subscriber.



After sending the unified information exchange card to the DDS, the dispatcher of the TsOV-AC system-112 controls the confirmation of receipt of the card, and, if necessary, provides clarifying information via telephone communication channels.

The DDS dispatcher, after receiving the information exchange card, organizes the response to the call. Actions for organizing the response are determined by job descriptions. If necessary, the dispatcher clarifies the information by calling the contact phone number. All response actions are entered by the DDS dispatcher into the information exchange card. After the completion of the response, the DDS dispatcher puts a corresponding mark in the information exchange card and, if necessary, additional information about the results of the incident.

The call card accepted for execution is monitored at the workplace of the dispatcher of TsOV-AC system-112, who received the call. The dispatcher of TsOV-ATs system-112, which monitors the state of the call, coordinates the actions of the DDS, if necessary, takes additional actions to respond to the call. Removal from control is made after receiving information from each of the involved DDS about the completion of the response.

When reference calls are received that are within the competence of any emergency operational service, the dispatcher of TsOV-AC system-112, in accordance with the concluded Agreements, after filling out the information exchange card, forwards the calls to the DDS of the corresponding emergency operational service. To process the rest of the reference calls, the dispatcher of TsOV-AC of system-112, depending on the content of the question, uses the knowledge base of the subsystem of advisory services to the population of the system-112 or IVR.



The dispatchers of the TsOV-AC system-112 and the dispatchers of the DDS are personally responsible for the correct filling and maintenance of the information exchange card, the accuracy of the information entered into it.

The fact of receipt of information in the DDS is the acceptance by the DDS dispatcher of the information exchange card or the acceptance of the redirected call. Further, the DDS dispatcher responds in accordance with the departmental administrative regulations of the DDS and the legislation of the Russian Federation.

The procedure for information interaction of the dispatching services on duty when organizing a complex response

To organize a comprehensive response, the dispatcher of TsOV-AC of system-112, after the call is completed or after receiving a completed unified information exchange card, which has not been removed from control, determines the composition of the DDS that must be involved to respond to the incoming call. In this case, the selection is made according to the following criteria:

Involvement of the fire service occurs in the presence of open or closed foci of fire, strong smoke, the need to evacuate people from the upper floors of buildings, an emergency threat or an incident that may result in a fire;

Involvement of the emergency response service (EDDS) is carried out when it is necessary to carry out emergency rescue operations, as well as the threat of emergency situations or accidents, as a result of which such work may be required;

The involvement of the police service occurs when it is necessary to ensure law and order at the scene of the accident, the presence of road accidents, the threat of emergency situations or accidents, for the elimination of the consequences of which law enforcement forces may be required;

Involvement of the ambulance service occurs when there are dead, sick or injured people at the scene of the accident, the threat of emergency situations or an accident, the results of which may be dangerous to the life and health of people;

Involvement of the emergency service of the gas network is carried out in the presence of a domestic gas leak, damage to gas equipment, the threat of an emergency or an incident that may result in damage to the gas infrastructure;

The involvement of the housing and communal services service is carried out in the event of accidents in the infrastructure of the housing and communal services.

With a comprehensive response to an incoming call, dispatchers of all involved DDS carry out maintenance and coordination of the actions of the subordinate units involved. The DDS dispatcher enters information about changes in the situation in the information exchange card of the system-112 immediately. The specific part of the card displays:

Orders sent;

Actions of subordinate units;

Changes in the environment;

Interaction with subdivisions of other DDS.

Dispatcher TsOV-ATs system-112:

Monitors the actions of the attracted DDS;

Brings up to all DDS changes in the operational situation in the area of ​​the incident;

Controls the completion of the response by all involved DDS;

Removes the call card from control after receiving confirmation from all DDS.

Organization of information interaction of duty dispatching services within the framework of the system-112 for the exchange of current information

Information interaction of the dispatch services on duty for the exchange of current information is organized in order to increase the efficiency and improve the coordination of joint actions of the DDS within the framework of the emergency call support system.

The dispatcher of TsOV-AC of system-112 controls, once a day, the automatic transmission of information from the monitoring subsystem about the current radiation, chemical, biological, environmental, fire and other conditions in the EDDS and DDS, which do not have such information.

At the request of the dispatcher of the UDDS, DDS or in case of an emergency change, the specified information is transmitted immediately, while an information exchange card is formed. Dispatcher UDDS, DDS confirms receipt of this information. An emergency change in the situation includes:

Exceeding the established radiation background standards;

Exceeding the established norms for the concentration of chemical and harmful substances in the air and water bodies;

Exceeding the epidemiological threshold of morbidity in humans and animals;

Raising the number (rank) of the fire, the fire of the highest number (rank);

Increase in the area of ​​natural fires;

Industrial emissions of harmful substances into the environment.

The dispatcher of TsOV-AC system-112 sends information about the meteorological situation and the predicted situation at potentially dangerous objects to the EDDS, DDS twice a day. At the request of the dispatcher of the UDDS, DDS or in case of an emergency change, the specified information is transmitted immediately, while an information exchange card is formed.

The DDS dispatcher confirms the receipt of this information. An emergency change in the situation includes:

A storm warning;

Sudden cold snap or warming;

Possibility of heavy showers;

Deterioration of the predicted situation at potentially dangerous facilities.

The dispatcher of EDDS, DDS once a day sends to the dispatcher of TsOV-AC system-112 generalized information about the results of responding to incoming calls, the status of calls that remain under control, and problematic issues that need to be resolved within the framework of the emergency call support system.

If necessary, to ensure the current activity, the DDS dispatcher sends a request to the dispatcher of TsOV-AC of system-112 to obtain normative or reference information regarding the functioning of the emergency call support system. The dispatcher of TsOV-AC system-112 sends a response within the time period established in the bilateral agreement on interaction.

Features of information interaction of dispatch services on duty in various modes of operation

According to the Regulations on the Unified Duty Dispatch Service of the Municipal Formation, the EDDS operates in the modes of daily activity, high alert and emergency.

The mode of operation for the UDDS is established by the head of the local government. The mode of operation for the DDS is established by the head of the departmental institution or organization to which the DDS belongs. The mode of the form of operational interaction and information exchange is determined in a bilateral agreement between the COT-AC, EDDS and DDS.

In the mode of daily activity, the EDDS is on duty in readiness for an emergency response to the threat or occurrence of emergencies (incidents). Algorithms of information interaction of dispatch services on duty in a day-to-day mode are considered in Sections 2 and 3.

In the mode of high alert and emergency situations, the coordination of interaction between the DDS of the emergency operational services is carried out by the operational duty officer of the UDDS.

The UDDS and the involved DDS are transferred to the high alert mode when there is a threat of an emergency, when joint actions of the DDS and the forces of the link of the territorial subsystem of the Volgograd Region of the RSChS, interacting with the UDDS, are required to eliminate the threat.

In the high alert mode, during the information interaction of the dispatching services on duty, the following measures are additionally carried out:

The operational duty officer of the EDDS every 4 hours transmits to the attracted DDS the current information of the monitoring subsystem about radiation, chemical, biological, environmental, fire about other conditions in the area of ​​possible emergency situations;

The operational duty officer of the UDDS immediately transmits to the DDS the incoming information about the forces and means additionally attracted to prevent an emergency or mitigate its consequences;

The operational duty officer of the UDDS immediately transmits to the DDS the incoming information about changes in the situation in the area of ​​possible emergency;

Dispatchers of the DDS immediately transmit the incoming information to the operational duty officer of the DDS about the need to attract additional forces and means to eliminate the threat of emergencies;

The dispatchers of the DDS immediately transmit the incoming information about the changes in the situation in their specialization in the area of ​​possible emergency situations to the operational duty officer of the DDS.

In the emergency mode, the EDDS of the municipality and the attracted DDS are transferred in the event of an emergency.

In the emergency mode, during the information interaction of the dispatching services on duty, the following measures are additionally carried out:

The operational duty officer of the EDDS every hour transmits to the attracted DDS the current information of the monitoring subsystem about radiation, chemical, biological, environmental, fire about other conditions in the emergency zone;

The operational duty officer of the UDDS immediately transmits to the DDS the incoming information about the forces and means additionally involved in eliminating the consequences of an emergency;

The operational duty officer of the UDDS immediately transmits to the DDS the incoming information about changes in the situation in the emergency zone;

The operational duty officer of the UDDS immediately transmits to the DDS the instructions of the Emergency Situations Commission, the operational headquarters or other bodies in charge of emergency response management;

Dispatchers of the DDS immediately transmit the incoming information to the operational duty officer of the DDS about the need to attract additional forces and means to eliminate the consequences of an emergency;

Dispatchers of the DDS immediately transmit the incoming information about changes in the situation in their specialization in the emergency zone to the operational duty officer of the DDS;

Dispatchers of the DDS immediately transmit to the operational duty officer of the UDDS information on the implementation of the instructions of the Emergency Situations Commission, the operational headquarters or other bodies in charge of emergency response management.

The procedure for information interaction of the dispatching services on duty when alerting civil defense and in wartime is carried out in accordance with the instructions to the personnel of the system-112, EDDS and DDS on actions in the conditions of a special period.


CONCLUSION

As a result of the implementation of the federal target program "Creation of a system for ensuring calls to emergency services at a single number" 112 "in the Russian Federation for 2013 - 2017", a decrease in the mortality rate and the number of victims in accidents and emergencies is predicted, ensuring an increase in the safety and well-being of citizens of the Russian Federation , which corresponds to the National Security Strategy of the Russian Federation until 2020, approved by the Decree of the President of the Russian Federation of May 12, 2009 N 537, and the Concept of long-term socio-economic development of the Russian Federation for the period until 2020, approved by the order of the Government of the Russian Federation of November 17, 2008 city ​​N 1662-p. IV. Organization of information interaction of dispatching services on duty within the framework of the system for providing calls to emergency services for the exchange of current information.

4.1. Information interaction of the dispatching services on duty for the exchange of current information is organized in order to increase the efficiency and improve the coordination of joint actions of the DDS within the framework of the emergency call support system.

4.2. The operator of the system-112 controls, once a day, the automatic transmission of information from the monitoring subsystem about the current radiation, chemical, biological, environmental, fire and other conditions in the DDS that do not have such information. At the request of the DDS dispatcher or in case of an emergency change, this information is transmitted immediately. The DDS dispatcher confirms the receipt of this information. An emergency change in the situation includes:

exceeding the established norms of the radiation background;

exceeding the established norms for the concentration of chemical and harmful substances in the air and water basins;

exceeding the epidemiological threshold of morbidity in humans and animals;

city ​​fires of the 1st category of complexity;

an increase in the area of ​​natural fires;

industrial emissions of harmful substances into the environment.

4.3. The operator of the system-112 sends information about the meteorological situation and the predicted situation at potentially dangerous objects to the DDS twice a day. At the request of the DDS dispatcher or in case of an emergency change, this information is transmitted immediately. The DDS dispatcher confirms the receipt of this information. An emergency change in the situation includes:

a storm warning;

sudden cold snap or warming;

the possibility of heavy rains;

deterioration of the predicted situation at potentially dangerous facilities.

4.4. The DDS dispatcher once a day sends to the operator of the system-112 generalized information about the results of responding to incoming calls, the status of calls that remain under control, and problematic issues that need to be resolved within the framework of the emergency call support system.

4.5. If necessary, to ensure the current activity, the DDS dispatcher sends a request to the operator of the system-112 to obtain regulatory or reference information regarding the functioning of the emergency call support system. The operator of the system-112 sends a response within the time period established in the bilateral agreement on interaction between the UDDS and the DDS.

V. Peculiarities of information interaction of dispatch services on duty in various modes of operation.

5.1. According to the Regulations on the Unified Duty Dispatch Service of the Municipal Formation, the EDDS operates in the modes of daily activity, high alert and an emergency situation for peacetime.

5.2. The modes of operation for UDDS and DDS are established by the head of the local self-government body.

5.3. In the mode of daily activity, the EDDS is on duty in readiness for an emergency response to the threat or occurrence of emergencies (incidents). Algorithms of information interaction of dispatching services on duty in a day-to-day mode are considered in Sections II and III.

5.4. In the regime of high alert and emergency for peacetime, the coordination of interaction between the DDS of the emergency operational services is carried out by the operational duty officer of the DDS.

5.5. The UDDS of the municipality and the attracted DDS are transferred to the high alert mode when there is a threat of an emergency, when joint actions of the DDS and the RSChS forces interacting with the UDDS are required to eliminate the threat.

5.6. In the high alert mode, during the information interaction of the dispatching services on duty, the following measures are additionally carried out:

the operational duty officer of the UDDS automatically transfers to the attracted DDS the current information of the monitoring subsystem about radiation, chemical, biological, ecological, fire about other situations in the area of ​​possible emergency every 4 hours;

the operational duty officer of the UDDS immediately transmits to the DDS the incoming information about the forces and means additionally involved to prevent an emergency or mitigate its consequences;

the operational duty officer of the UDDS immediately transmits to the DDS the incoming information about changes in the situation in the area of ​​possible emergency situations;

dispatchers of the DDS immediately transmit the incoming information to the operational duty officer of the DDS about the need to attract additional forces and means to eliminate the threat of emergencies;

DDS dispatchers immediately transmit the incoming information about changes in the situation in their specialization in the area of ​​possible emergency situations to the operational duty officer of the DDS.

5.7. In the emergency mode, the EDDS of the municipality and the attracted DDS are transferred in the event of an emergency.

5.8. In the emergency mode, during the information interaction of the dispatching services on duty, the following measures are additionally carried out:

the operational duty officer of the UDDS automatically transfers to the attracted DDS the current information of the monitoring subsystem about radiation, chemical, biological, ecological, fire about other situations in the emergency zone;

the operational duty officer of the UDDS immediately transmits to the DDS the incoming information about the forces and means additionally involved in the elimination of the consequences of the emergency;

the operational duty officer of the UDDS immediately transmits to the DDS the incoming information about changes in the situation in the emergency zone;

the operational duty officer of the UDDS immediately transmits to the DDS the instructions of the Emergency Situations Commission, the operational headquarters or other bodies that manage the emergency response;

dispatchers of the DDS immediately transmit the incoming information to the operational duty officer of the DDS about the need to attract additional forces and means to eliminate the consequences of an emergency;

dispatchers of the DDS immediately transmit the incoming information about changes in the situation in their specialization in the emergency zone to the operational duty officer of the DDS;

Dispatchers of the DDS immediately transmit to the operational duty officer of the UDDS information on the implementation of the instructions of the Emergency Situations Commission, the operational headquarters or other bodies in charge of emergency response.

5.9. The procedure for information interaction of the dispatching services on duty when alerting civil defense and in wartime is carried out in accordance with the instructions to the personnel of the system-112, EDDS and DDS on actions in the conditions of a special period.

Vi. Criteria for call forwarding during information interaction of dispatch services on duty as part of the emergency call support system.

6.1. Call forwarding is an integral part of the algorithms of information interaction of dispatch services on duty within the system for providing calls to emergency services. Forwarding is carried out in order to increase the responsiveness of the DDS to incoming calls and ensure the fulfillment of tasks solved by the system-112.

6.2. The operator of the system-112 makes a call forwarding to the dispatcher of the DDS of the fire department (if the operator of the system-112 does not combine both functions) in the following cases:

the presence of difficulties in determining the appropriateness of responding to an incoming fire safety call;

receipt of additional information on the call previously forwarded to the DDS of the fire department.

6.3. The operator of the system-112 makes a call forwarding to the emergency response DDS dispatcher in the following cases:

the presence of difficulties in determining the feasibility of responding to an incoming call related to ensuring the safety of the population;

receipt of additional information on the call previously forwarded to the emergency response DDS;

the need for the caller to receive qualified advice on ensuring the safety of the population.

6.4. The operator of the system-112 makes a call forwarding to the DDS dispatcher of the police in the following cases:

the presence of difficulties in determining the appropriateness of responding to an incoming call related to the protection of law and order;

receipt of additional information on the call previously forwarded to the DDS of the police;

the need for the caller to receive qualified advice on the protection of law and order.

6.5. The operator of the system-112 makes a call forwarding to the emergency medical service dispatcher in the following cases:

the need for a preliminary diagnosis to the patient or victim;

the need for the caller to receive qualified advice on medical issues.

6.6. The operator of the system-112 makes a call forwarding to the dispatcher of the emergency service of the gas network in the following cases:

the caller needs to clarify details or discuss the results of previous calls to the gas network service;

the need for the caller to receive qualified advice on the service of the gas network.

6.7. The operator of the system-112 makes a call forwarding to the dispatcher of the Anti-Terror service in the following cases:

receiving a message about the occurred terrorist act or its threat;

acceptance of a call with information that can be used to organize and support the actions of the Anti-Terror Service units.

6.8. The operator of the system-112 makes a call forwarding to the operational duty officer of the EDDS in cases where the incident is classified as an emergency.

6.9. With a large number of incoming calls in order to reduce the waiting queue, the operator of the system-112 can forward the call to the appropriate DDS immediately after finding out the reason for the call.

6.10. The DDS dispatcher makes a call forwarding to the operator of the system-112 in the following cases:

arrival of a call with a message about a threat or emergencies;

the need to involve other DDSs in responding to the call, if finding out the composition of the DDS involved causes difficulty;

detection of erroneous call and the need to call another DDS;

the need to provide the caller with qualified psychological assistance;

the need to consult the caller on issues beyond the competence of this DDS.

Vii. The procedure for filling out and the form of the information exchange card.

7.1. To ensure the unification of information transfer processes in the 112 system, a unified information exchange card is being developed. The unified card has a single information part for all DDS (including, among other things, data from the ERA-GLONASS system) and a specific part for each emergency operational service.

7.2. The unified information exchange card is filled in by the operators of the 112 system and the DDS dispatchers.

7.3. Filling in the card begins with filling in its general informational part. In this case, the information provided by the ERA-GLONASS system and telecom operators is filled in automatically with the possibility of manual correction.

The coordinates of the scene of the incident transmitted by the terminals of the GLONASS system (including the ERA-GLONASS system) are also filled in automatically.

7.4. The card is filled out using classifiers. In the general information part of the card, the following classifiers and lists are used:

the classifier of the state of response to the call;

the place of the incident;

the language of communication;

type of incident.

7.5. After filling in the general part of the card, one or more specific parts of the card are filled in in accordance with the list of DDS involved in responding to the incoming call.

7.6. In specific parts of the card, the following classifiers and lists are used:

type of incident;

type of offense;

body type;

type of vehicle (TC);

type of call;

the degree of kinship of the caller;

type of accident;

type of disease;

polyclinic;

type of treatment in housing and communal services;

type of terrorist act.

In the course of the reaction, the attracted DDS can correct their part of the unified card up to the removal of the card from control.

VIII. Features of information interaction with the ERA-GLONASS system

8.1. Information interaction with the ERA-GLONASS system is organized in accordance with these Regulations and the corresponding agreement on the exchange of information between the 112 system on the territory of the RF subject and the ERA-GLONASS system (in accordance with Federal Law No. 149- Federal Law, article 10, paragraph 4), signed by the main department of the EMERCOM of Russia for the constituent entity of the Russian Federation and the operator of the ERA-GLONASS system.

8.2. The exchange of information is carried out between the navigation and information center (SIC) of the "ERA-GLONASS" system and the call center (RCOV) of the system-112, serving the territory of the constituent entity of the Russian Federation from which the ERA-GLONASS call came.

8.3. Information exchange includes:

transmission from the SIC to the CEC (RCOV) of information about the accident;

Reception of the SIC from the Call Center (RCOV) of information on the beginning and completion of emergency response measures to eliminate the consequences of an accident.

At the same time, information on the beginning and completion of emergency response measures to eliminate the consequences of an accident can be sent to the ERA-GLONASS system in a statistical mode.

8.4. The general procedure for the operation of the "ERA-GLONASS" system in the event of road-transport accident provides for:

initiation in the victim vehicle(TC) an emergency call generated by the vehicle terminal of the ERA-GLONASS system automatically (by activating sensors in the vehicle) or manually (by persons in the vehicle);

automatic transmission over the voice channel of the operator's network cellular communication to the regional switching center of the ERA-GLONASS system (RKU) located in the administrative center of the constituent entity of the Russian Federation, on the territory of which the accident occurred, the corresponding telematic electronic message with a minimum set of data (MND) about the accident;

reception of the received MND from the RKU and processing at the SIC, the formation of an ERA-GLONASS call card and a message with a complete set of data (PND) about an accident for transmission to the 112 system of the constituent entity of the Russian Federation, from the territory of which the ERA-GLONASS call was received.

When the ERA-GLONASS terminal is automatically triggered, the RKU transmits the generated message from the PND about the accident to the call center (RCOV) of the system-112 of the constituent entity of the Russian Federation, on the territory of which the accident occurred, and also establishes a voice connection between the call center (RCOV) of the system-112 and those located in TS by persons.

In the case of manual initiation of a call, the RCC switches the established voice connection with the injured vehicle to the filtering contact center of the ERA-GLONASS system (FCC). The operator of the FCC, if possible, asks the driver (passenger) of the vehicle whether first aid is required for victims of an accident.

If the ERA-GLONASS call is recognized as false, the FCC operator sets a ban on further transmission of information to the 112 system and the voice connection with the vehicle is interrupted.

If the ERA-GLONASS system call is recognized as true, the FCC operator supplements the PND with new data received from the driver (passenger) of the injured vehicle, and then the same algorithm for transmitting information to the 112 system is performed as for the automatic call.

8.5. The exchange of information about the accident between the Central Service Center (RCOV) of the constituent entity of the Russian Federation, on the territory of which the accident occurred, and the duty dispatching services "01", "02" and "03" at the place of the accident is organized as follows:

Call Center (RTSOV) provides automatic delivery of information about the accident, received from the "ERA-GLONASS" system (voice and data), to the UDDS at the place of the accident;

At the same time, the call center (RCOV) of the system-112 must have the necessary resources for independent processing of ERA-GLONASS calls coming from the territory of the constituent entity of the Russian Federation, in the absence of the technical possibility of their automatic transmission for processing to the downstream EDDS at the place of the accident.

8.6. Information interaction of the 112 system with the ERA-GLONASS system can be carried out using two possible modes of information exchange:

automatic mode (main) - provides for data transmission between the corresponding systems without voice exchange of information between the interacting operators of the system-112 and the ERA-GLONASS system;

non-automated mode (standby) - provides for the reception by the operator of the system-112 by phone (additionally by fax) from the FCC operator of the short reference identifier (CSI) of the ERA-GLONASS call and further receipt of information about the accident either by telephone or through a special website ( portal) of the operator of the "ERA-GLONASS" system on the Internet (using the received CSI for unambiguous identification of the accident).

3.2. 5. Modification and termination of the Agreement

5.2. The Party for which it becomes impossible to interact under the Agreement must notify the other Party in writing of the occurrence of these circumstances no later than five days from the date of their occurrence.

If these circumstances continue for more than six months, the Parties must negotiate and resolve the issue of the possibility (impossibility) of continuing the Agreement.

6. Final provisions

6.1. The agreement comes into force from the date of its signing and is valid until terminated by the Parties.

6.2. The parties undertake to comply with the obligations under the Agreement.

6.3. The Agreement may be terminated at the initiative of either Party, subject to written notification to the other Party no later than three months before the expected date of termination.

6.4. The agreement is not the basis for the emergence of property and financial obligations. If the Parties find it necessary and expedient to carry out work requiring mutual settlements and payments, the corresponding agreements are concluded in the manner prescribed by the legislation of the Russian Federation.

6.5. Any additions, protocols, annexes to the Agreement are its integral part from their signing by authorized representatives of the Parties.

The parties carry out an automated information-protected exchange of information within the framework of the system for providing calls to emergency operational services on a single number "112" (hereinafter - system-112) while ensuring a call to emergency services on a single number "112" to implement the provision of a call (including via short text messages SMS) initiated by a user located in the territory of one of the Parties, in the immediate vicinity of the border of the territories of the Parties and accepted by the 112 system of the other Party.

1.3. In their joint activities, the Parties are guided by the legislation of the Russian Federation, the Tyumen Region and the Khanty-Mansiysk Autonomous Okrug - Yugra.

1.4. The parties act independently within the competence established by them, coordinate their activities in the field of organizing the reception, processing of calls from the population (transmission of messages and information about incidents), which are received by the number "112".

2. Participants of information interaction

The parties determined that the participants in information interaction (hereinafter referred to as the participants) under the Agreement are:

Department of Information Technologies of the Khanty-Mansiysk Autonomous Okrug - Ugra;

Budgetary institution of the Khanty-Mansiysk Autonomous Okrug - Ugra "Call processing and monitoring center for life safety systems";

Department of Informatization of the Tyumen Region;

Service-112 - state autonomous institution additional education Tyumen region "Regional information and educational center";

Operator of AIS "EOS 112" - state government institution of the Tyumen region "Center of information technologies of the Tyumen region";

municipalities, the list of which is given in the annex to the Agreement.

3. Order of implementation

3.1. The parties have determined that the authorized representatives under the Agreement responsible for its implementation are:

from the Government of the Khanty-Mansiysk Autonomous Okrug - Ugra - the Department of Information Technologies of the Khanty-Mansiysk Autonomous Okrug - Ugra;

from the Government of the Tyumen Region - Department of Informatization of the Tyumen Region.

3.2. Information interaction of the participants is carried out in accordance with the regulations for the automated information-protected exchange of information (hereinafter referred to as the regulations), which the authorized representatives specified in clause 3.1 of the Agreement develop in accordance with guidelines EMERCOM of Russia, are coordinated and, if necessary, updated.

4. Control procedure

Control of the handling of calls arriving at a single number "112" and the response is carried out by the Party that has assumed responsibility for organizing the response to the call in accordance with the regulations.

5. Final provisions

5.1. The agreement is concluded for an indefinite period and comes into force from the date of its signing by the Parties.

5.2. The Agreement may be terminated at the initiative of either Party, subject to written notification to the other Party no later than three months before the expected date of termination.

5.3. The agreement is not the basis for the emergence of property and financial obligations. If the Parties find it necessary and expedient to carry out work requiring mutual settlements and payments, then they will be guided by the procedure established by the legislation of the Russian Federation.

5.4. Any additions to the Agreement are its integral part from the date of their signing by the authorized representatives of the Parties.

5.5. The agreement is drawn up in two copies with equal legal force, one for each of the Parties.
