16. An application for awarding a state award is initiated at the place of the main (permanent) work of a person nominated for a state award:

C) the death of a person presented for a state award, with the exception of persons presented for state awards, the awarding of which can be made posthumously;

D) initiation of a criminal case against a person nominated for a state award;

E) failure to comply with other requirements of this Regulation.

38. In case of recognition of the presentation on awarding state awards as invalid, the award documents are returned to the official who made the presentation.

39. The term for consideration of award documents by the coordinating authorities cannot exceed 30 days from the date of receipt of the relevant documents.

If the coordinating authorities make a decision on the inappropriateness of supporting the application for awarding, the coordinating authorities inform the applicant body (organization) about this with a detailed indication of the reason for the refusal.

40. Before submitting them to the President of the Russian Federation, proposals for awarding state awards are considered by the Commission.

41. The Commission may take the following decisions:

A) on supporting the idea of ​​awarding a state award;

B) on changing the type or degree of the state award for which the person is nominated;

C) on the inappropriateness of awarding a person with a state award;

D) other solutions.

42. Re-submission for awarding a state award of a person in respect of whom the Commission has decided that it is inappropriate to award a state award is possible no earlier than one year from the date of the Commission's decision.

III. Presentation of state awards

43. State awards are presented by the President of the Russian Federation.

44. On behalf of the President of the Russian Federation and on his behalf, state awards may be presented by:

A) Chairman of the Government of the Russian Federation;

B) members of the Government of the Russian Federation, heads of federal state authorities and other federal state bodies;

C) officials of the Administration of the President of the Russian Federation;

D) senior officials of the constituent entities of the Russian Federation;

E) heads of diplomatic missions and consular offices of the Russian Federation;

E) presidents of state academies of sciences;

G) commanders of military units, commanders of formations, as well as other officials determined by the head of the relevant federal executive body or federal state body, which provides for military service.

45. The President of the Russian Federation may entrust the presentation of state awards to other persons.

46. ​​State awards and documents to them are awarded in a solemn atmosphere no later than three months from the date of entry into force of the decree of the President of the Russian Federation on awarding.

47. State awards and documents to them of deceased awarded persons and persons awarded posthumously are transferred (given) for storage to the spouse (husband), father, mother, son, daughter, brother, sister, grandfather, grandmother or one of the grandchildren of the awarded person ( hereinafter referred to as family members and other close relatives).

471. Family members and other close relatives of persons awarded USSR state awards, but who did not receive them in a timely manner due to death (death) or in accordance with the USSR legislation in force at the time of awarding, are transferred (given) certificates for the corresponding USSR state awards for storage like a memory.

IV. Storage of state awards

48. Storage of state awards and documents to them is carried out by awarded persons.

By decision of the Commission, persons awarded state awards may transfer them for permanent storage and for exhibiting in state or municipal museums if there is a museum petition supported by the executive authority of the subject of the Russian Federation, which is in charge of conservation issues cultural heritage, or at the request of the federal executive body in charge of the museum.

49. The transfer of state awards for permanent storage and for display in state or municipal museums is carried out, as a rule, on the basis of a donation agreement.

State awards handed over to museums for permanent storage and display are not returned.

State awards cannot be transferred for permanent storage and for display to non-state or non-municipal museums, as well as to state or municipal museums that have not created the necessary conditions to store state awards.

50. In case of death of awarded persons, state awards and documents to them are kept by family members and other close relatives. In the absence of family members and other close relatives, state awards and documents to them are subject to return to the Administration of the President of the Russian Federation.

By decision of the Commission, state awards and documents to them of a deceased awarded person or a person awarded posthumously may be transferred to state or municipal museums for permanent storage and for exhibiting with the consent of the person to whom state awards and documents were transferred (given) for storage, and if there is a petition from the museum, supported by the executive authority of the subject of the Russian Federation, which is in charge of the preservation of cultural heritage, or at the request of the federal executive authority, which is in charge of the museum.

The act of accepting state awards for permanent storage and exhibition is sent by the museum to the Administration of the President of the Russian Federation.

501. In some cases, the decision to transfer the state awards of the persons named in paragraphs 48 and 50 of this Regulation, and documents to them for permanent storage and for display, is taken by the President of the Russian Federation. 51. In case of loss of orders of the Russian Federation, insignia of the Russian Federation, medals of the Russian Federation and badges for honorary titles of the Russian Federation in a combat situation, as a result of a natural disaster or in other emergencies, by decision of the Commission, the awarded persons may be issued duplicate state awards or their fakes.

An application for the issuance of duplicates (dummy) orders of the Russian Federation, insignia of the Russian Federation, medals of the Russian Federation and badges for honorary titles of the Russian Federation to the awarded person is initiated at the request of the said person by the highest officials of the constituent entities of the Russian Federation after checking the circumstances of the loss of state awards.

Duplicate documents for state awards to replace those lost under the circumstances specified in the first paragraph of this paragraph shall be issued to the awarded person if there is an application from him and a petition from the local government at the place of residence of the awarded person.

In other circumstances of the loss of state awards and documents to them, the awarded person is issued a certificate of awarding state awards in the prescribed manner.

In the event of the death of an awarded person who has lost state awards and documents to them, duplicates of the corresponding state awards or their dummies are not issued.

52. Applications for the issuance of duplicate orders of the Russian Federation, insignia of the Russian Federation, medals of the Russian Federation, badges for honorary titles of the Russian Federation and documents for state awards to federal civil servants and employees of federal state bodies are initiated by the relevant federal state bodies.

53. Citizens of the Russian Federation, foreign citizens and stateless persons awarded with state awards, leaving the Russian Federation, have the right to export these state awards in the presence of certificates for them.

A person to whom state awards and documents related to them were transferred (handed over) for storage and who leaves the Russian Federation for permanent residence has the right to export state awards upon presentation of documents confirming his right to these awards.

54. The export of state awards made of precious metals is carried out in accordance with the legislation of the Russian Federation.

In case of export of state awards from the Russian Federation, they must be indicated in the customs declaration. (Supplemented by Decree of the President of the Russian Federation of December 16, 2011 No. 1631)

V. Wearing state awards

55. The wearing of state awards is carried out in accordance with the approved statutes of orders of the Russian Federation, regulations on insignia of the Russian Federation, medals of the Russian Federation and honorary titles of the Russian Federation and the norms of this Regulation.

Wearing state awards of the USSR and awards of foreign states is carried out in the manner prescribed by this Regulation.

56. If a person has state awards of the same name of various degrees, only the sign of the state award of the same name of a higher degree is worn, with the exception of the signs of the Order of St. George and the insignia - St. George's Crosses. This rule applies to wearing ribbons in the form of strips or rosettes for state awards of the same name.

57. Signs of orders of the Russian Federation and medals of the Russian Federation, with the exception of signs of orders of the Russian Federation, which are worn on the shoulder ribbon, order chain or neck ribbon, are worn on blocks.

Block for wearing orders of the Russian Federation and medals of the Russian Federation pentagonal. The block has a figured cutout in the lower corner for attaching an order or medal with the help of a ring.

When wearing several orders and medals, the upper sides of the blocks are adjacent to each other, forming a straight line without interruptions, and each block located on the right partially covers the block located to the left.

58. The following procedure for wearing state awards is determined:

A) on the shoulder tape passing through the right shoulder, worn:

Badge of the Order of the Holy Apostle Andrew the First-Called;

Badge of the Order of St. George, 1st class;

Badge of the Order of Merit for the Fatherland, 1st class;

Badge of the Order of the Holy Great Martyr Catherine;

B) the sign of the Order of the Holy Apostle Andrew the First-Called is worn on the order chain.

If the recipient of the orders of St. Andrew the First-Called, St. George I degree, "For Merit to the Fatherland" I degree and the Holy Great Martyr Catherine, the sign of the Order of St. Andrew the First-Called is worn on a chain, and the sign of the Order of St. George I degree, the sign of the Order of Merit to the Fatherland" I degree or the badge of the Order of the Holy Great Martyr Catherine - on the shoulder ribbon.

When wearing the badge of the Order of the Holy Apostle Andrew the First-Called on the shoulder ribbon, the signs of other state awards of the Russian Federation, which are provided for on the shoulder ribbon, are not worn.

When wearing the badge of the Order of the Holy Apostle Andrew the First-Called, the badge of the Order of St. George, I degree, or the badge of the Order of Merit for the Fatherland, I degree, on the shoulder ribbon, the badge of the Order of the Holy Great Martyr Catherine is worn on a bow.

C) on the neck ribbon are worn:

Badge of the Order of St. George II and III degree;

Badge of the Order "For Merit to the Fatherland" 2nd and 3rd class.

If the recipient has the Orders of St. George and "For Merit to the Fatherland", intended to be worn on a neck ribbon, they are arranged from top to bottom in seniority;

D) on the left side of the chest, above other state awards of the Russian Federation and state awards of the USSR, special distinctions are worn - the Gold Star medal of the Hero of the Russian Federation and gold medal"Hero of Labor of the Russian Federation", insignia of the USSR - medal "Gold Star" of the Hero Soviet Union and the gold medal "Sickle and Hammer" of the Hero of Socialist Labor (hereinafter referred to as special distinctions) and the badge of the order "Mother Heroine";

59. Persons awarded state awards, with the exception of the sign of special distinction - the Gold Star medal, may wear both the state awards themselves and miniature copies of state awards or ribbons for state awards in the form of strips or rosettes of established sizes, if this is provided for by the relevant the statute of the order of the Russian Federation, the regulation on the insignia of the Russian Federation, the medal of the Russian Federation and the honorary title of the Russian Federation.

591. For special occasions and possible everyday wear, it is envisaged to wear miniature copies of the orders of the Russian Federation, designed to be worn on a bow or pentagonal block, insignia of the Russian Federation, medals of the Russian Federation and badges for honorary titles of the Russian Federation.

When wearing miniature copies of orders of the Russian Federation, the insignia - the St. George Cross and medals of the Russian Federation, general rules, provided for wearing signs of state awards, the wearing of which is provided for on a bow or a pentagonal block.

Miniature copies of the insignia "For Benevolence", the insignia "For Mentoring", the insignia "For Impeccable Service" and badges for honorary titles of the Russian Federation are worn at the level of the buttonhole of the left lapel of a civilian suit.

60. Wearing ribbons of orders of the Russian Federation and medals of the Russian Federation together with the signs of the corresponding orders and medals is not allowed. Ribbons for orders of the Russian Federation and medals of the Russian Federation are worn on the left side of the chest.

61. For everyday wear on a civilian suit, it is envisaged to wear ribbons of orders of the Russian Federation in the form of rosettes located at the level of the buttonhole of the left lapel of a civilian suit jacket.

Along with the ribbon of the Order of the Holy Apostle Andrew the First-Called in the form of a rosette, you can wear the ribbon of the Order of St. George of the 1st degree or the ribbon of the Order of Merit for the Fatherland, 1st degree in the form of a rosette. At the same time, they are located one below the other from the buttonhole and below in accordance with the established seniority of the orders of the Russian Federation.

In all other cases, only a ribbon in the form of a rosette of the senior order of the Russian Federation is worn.

The dimensions and type of sockets are established in the description of the indicated orders of the Russian Federation.

Wearing ribbons of other state awards of the Russian Federation and state awards of the USSR in the form of rosettes is not allowed.

VI. Awarding state awards to associations,
military units, military educational organizations and
military medical organizations

63. Awarding state awards to associations, military units, military educational organizations and military medical organizations is a form of encouraging military teams for feats and distinctions in battles to defend the Fatherland, in operations to maintain (restor) international peace and in counter-terrorism operations, for courage and selflessness shown in the course of performing combat training tasks, for high performance in combat training, as well as for significant achievements in the training of qualified personnel, for high achievements in the field of health care for military personnel and a great contribution to the development of healthcare in the Russian Federation.

Associations, military units and military educational organizations can be presented for awarding the Orders of Suvorov, Ushakov, Zhukov, Kutuzov and Nakhimov in accordance with the statutes of these orders.

Military medical organizations can be presented for awarding the Order of Alexander Nevsky and the Order of Honor in accordance with the statutes of these orders.

64. The decision to award state awards to associations, military units, military educational organizations and military medical organizations is made by the President of the Russian Federation on the basis of submissions made by the heads of federal executive bodies and federal state bodies in which military service is provided.

65. The procedure for initiating a petition for awarding state awards to associations, military units, military educational organizations and military medical organizations is determined by the federal executive authorities and federal state bodies in which military service is provided.

66. Associations, military units, military educational organizations and military medical organizations, awarded with orders of the Russian Federation and the USSR, have the right to use in their names the names of the orders of the Russian Federation and the USSR with which they were awarded.

The sign of the order of the Russian Federation, with which this military unit was awarded, and the ribbon of this order are attached to the Battle Banner of the military unit.

The width of the ribbon of the Order of the Russian Federation attached to the Battle Banner of a military unit is 100 mm.

661. Procedure for presenting state awards military units, their storage, as well as the transfer (delivery) of state awards to a military unit during the reorganization (disbandment) of a military unit is determined by the general military charters of the Armed Forces of the Russian Federation.

The procedure for presenting state awards to ships, their storage, as well as their transfer (delivery) is determined by the Ship Charter of the Navy.

VII. Establishment of state awards

69. Orders of the Russian Federation, insignia of the Russian Federation and medals of the Russian Federation are established by the President of the Russian Federation.

Honorary titles of the Russian Federation are established by the President of the Russian Federation.

70. Proposals for the establishment of state awards before they are submitted to the President of the Russian Federation are considered by the Commission.

If the Commission decides to establish a state award, a corresponding proposal is submitted to the President of the Russian Federation by the Chairman of the Commission.

71. When deciding on the establishment of a new state award, the Commission is guided by the following fundamental principles:

A) a new state award can be established only if it is impossible to reward citizens for the indicated merits with existing state awards;

B) when establishing a new state award, it is necessary to observe the heraldic and historical traditions of the state award systems of the Russian Federation, the USSR and the Russian Empire.

1. State awards of the Russian Federation (hereinafter - state awards) are the highest form of encouragement for citizens of the Russian Federation for merits in the field of state building, economics, science, culture, art and education, in strengthening the rule of law, protecting health and life, protecting the rights and freedoms of citizens , education, development of sports, for a significant contribution to the defense of the Fatherland and ensuring the security of the state, for active charitable activities and other services to the state.

State awards can be awarded to foreign citizens and stateless persons.

State awards may be awarded to associations of the Armed Forces of the Russian Federation and associations of troops of the National Guard of the Russian Federation (hereinafter referred to as associations), formations, military units and ships of the Armed Forces of the Russian Federation, other troops, military formations and bodies provided for by the Federal Law of May 31, 1996 . N 61-FZ "On Defense" (hereinafter referred to as military units), - for feats and distinctions in battles to defend the Fatherland, in operations to maintain (restor) international peace and in counter-terrorist operations, for courage and dedication shown in the course of carrying out combat training tasks, for high performance in combat training, military educational organizations of higher education and their separate structural units (branches) (hereinafter referred to as military educational organizations) - for significant achievements in the training of qualified personnel, military medical organizations and their separate structural units (branches) (hereinafter - in military medical organizations) - for high achievements in the field of health protection of military personnel, for a great contribution to the development of healthcare in the Russian Federation.

2. The following types of state awards are established:

a) the highest ranks of the Russian Federation;

e) honorary titles of the Russian Federation.

3. Orders of the Russian Federation and medals of the Russian Federation may have degrees. Orders of the Russian Federation of various degrees and medals of the Russian Federation of various degrees are state awards of the same name.

4. Orders of the Russian Federation, insignia of the Russian Federation, medals of the Russian Federation, as well as certificates for state awards have a number.

5. When presented for awarding state awards, the type of award is determined by the nature and degree of merit of the recipient, which must comply with the statutes of the orders of the Russian Federation, the regulations on the insignia of the Russian Federation, medals of the Russian Federation and honorary titles of the Russian Federation.

The state awards of the same name (having degrees) are awarded sequentially - from the lowest to the highest degree of state award.

6. The next state award is awarded for new merits and achievements not earlier than five years after the previous award, with the exception of awards for accomplishment of a feat, courage, courage and bravery.

7. Repeated awarding of the same state award is not made, with the exception of awarding the state award of the same name of a higher degree, as well as awarding the Order of Courage, the medal "For Courage", the medal "For Courage in a Fire" and the medal "For Saving the Dead" for accomplishment of a feat, shown courage, courage and courage.

8. As a rule, other state awards are not awarded posthumously.

8.1. In the event that a person is awarded the title of Hero of the Russian Federation and the title of Hero of Labor of the Russian Federation in his homeland, on the basis of a decree of the President of the Russian Federation, a bronze bust with an appropriate inscription is installed.

9. The awarded person may be deprived of the state award only by a court verdict that has entered into legal force upon conviction for committing a grave or especially grave crime.

10. In the event that the information contained in the documents submitted to present a person for the award of a state award (hereinafter referred to as the award documents) is established to be unreliable, the President of the Russian Federation issues a decree on the abolition of the decree (on amending the decree) of the President of the Russian Federation on awarding state awards in relation to the named person, and the state award presented to the person and documents to it are subject to return to the Administration of the President of the Russian Federation.

11. Those awarded with state awards are provided with social support measures in accordance with the legislation of the Russian Federation.

12. Illegal acquisition or sale, forgery, illegal wearing of state awards of the Russian Federation and state awards of the USSR, the establishment or manufacture of signs having a similar name or external resemblance, entail liability in accordance with the legislation of the Russian Federation.

13. State awards of the Russian Federation and state awards of the USSR seized by law enforcement agencies and customs authorities of the Russian Federation in accordance with the procedure established by the legislation of the Russian Federation, as well as state awards of the Russian Federation and state awards of the USSR, the owner of which has not been identified, shall be returned to the Administration of the President of the Russian Federation.
