The obvious becomes a contradiction between those new requirements that the main "consumers" of this process are present - the state, the scientific and pedagogical community and the graduate students themselves - to the training system of higher qualifications, the tasks that graduate students have to be solved, and their previous approaches to its implementation, The result of which has become the low efficiency of this process. The specified contradiction allows you to designate the scientific problem - the need to develop a new concept of the educational program of graduate school, including both theoretical understanding and the development of its specific methodological support.

And the first priority in this process is the answer to the question: what are the goals of modern graduate school? These programs should be aimed at identifying and mastering the specifics of scientific, innovation and teaching activities in specific areas of scientific knowledge and the formation of a complex of universal competencies in graduates necessary to build a professional career.

In our opinion, an important factor in determining the purpose of preparing graduate students and, accordingly, the content of the educational program of graduate school is the request of the labor market.
