General provisions

Training in educational programs of higher education - training programs for scientific pedagogical personnel In graduate school (adjuncture) (hereinafter - postgraduate studies) is carried out in accordance with the requirements: Federal Law of December 29, 2012 No. 273-FZ "On Education in Russian Federation"; The order of the organization and implementation of educational activities on educational programs of higher education - programs for the training of scientific and pedagogical personnel in graduate school (adjuncture), approved by the Order of the Ministry of Education and Science of Russia of November 19, 2013 No. 1259 (registered by the Ministry of Justice of Russia on January 28, 2014, Registration No. 31137) (hereinafter referred to as postgraduate studies). Higher education according to postgraduate programs can be obtained: in full-time, part-time, correspondence forms of training, as well as with a combination of various forms of training; in the form of self-education. Forms of education and form of education are established by federal state educational standards (hereinafter - FGOS). A combination of various forms of learning mounted by GEF is allowed. On the portal in this section presents information on graduate studies in accordance with currently current legislation and regulatory acts.

Graduate school programs

Postgraduate programs are independently developed and approved by the organization. To obtain state accreditation of educational activities for graduate school programs, these programs should be developed by the Organization in accordance with the relevant FGOSs and taking into account the relevant exemplary basic educational programs. Graduate Studies are implemented in the areas of preparation of higher education - training of highly qualified personnel on the training programs for scientific and pedagogical personnel in graduate school (hereinafter referred to as the direction of training in graduate school). The postgraduate program has an orientation (profile), which characterizes its orientation to specific areas of knowledge and (or) activities. The organization independently sets the focus of the postgraduate program. The name of the graduate school program indicates the name of the preparation of preparation in the graduate school and the focus of the specified program. The graduate school program developed in accordance with GEF consists of a mandatory part and part formed by participants in educational relations (hereinafter referred to as the basic part and the variable part).

The basic part of the postgraduate program is mandatory for development, regardless of the direction of the graduate studies and includes:

a) disciplines (modules) mounted by GEF;

b) Total (state final) certification. The variable part of the postgraduate program is aimed at expanding and (or) the deepening of the competencies established by the GEF, as well as the formation of students in the student competencies established by the organization in addition to the competencies established by the GEF (when establishing such competences), and includes:

a) disciplines (modules) and practices established by the organization;

b) Research work in the amount established by the Organization. The content of the variative part is formed in accordance with the direction of graduate school.

Commitable for mastering students are:

a) disciplines (modules) included in the basic part of the graduate studies;

b) disciplines (modules), practices and research work, which are part of the variable part of the postgraduate program.

When implementing the graduate school program, the organization provides a studyable possibility of mastering optional (optional to explore when mastering the graduate school) and elective (elected) disciplines (modules) in the manner prescribed by local regulatory act Organizations. Selected learning elective disciplines (modules) are mandatory for development. When implementing the postgraduate program developed in accordance with GEF, optional and elective disciplines (modules) are included in the variable part of the specified program.

The content of graduate school programs

The procedure for the development and approval of postgraduate programs is established by the organization. The graduate school program defines:

a) the planned results of the development of the graduatement program - the competence of students established by the GEF, and the competence of students, established by the organization in addition to the competences established by the GEF (in the event of such competences);

b) planned learning outcomes for each discipline (module), practices and research work - knowledge, skills, skills and (or) experience characterizing the stages of the formation of competencies and ensuring the achievement of planned results of the development of the graduate studies.

The postgraduate program is a set of documents (which presents the volume, the content of the postgraduate program, planned results, curriculum, calendar training schedule, work programs of disciplines (modules), practitioners, evaluation funds, methodical materials, other components included in the graduate school program by decision of the organization), which is updated taking into account the development of science, culture, economics, technology, technologies and social sphere. Postgraduate program programs are implemented by the organization both independently and through network forms of their implementation (that is, using resources of several organizations).

Volume of graduate school

The scope of graduate studies is defined as the complexity of the training load of the student when mastering the specified program, which includes all types of it. learning activitiesprovided for by the curriculum to achieve the planned learning outcomes.

As a unified unit of measurement of the complexity of the training load of the studying when specifying the amount of graduate studies and its component parts Used credit unit. A test unit for graduate school programs developed in accordance with the FGOS is equivalent to 36 academic hours (with duration of academic hour 45 minutes).

The scope of graduate studies in test units, not including the volume of optional disciplines (modules), and the timing of obtaining higher education under the program of graduate studies on various forms of training, with a combination of various forms of training, using the network form of graduate studies, with accelerated learning, the term of obtaining higher education Education according to the program of postgraduate studies with disabilities and disabilities with disabilities is installed by GEF.

The amount of graduate school program implemented in one academic year is not including the volume of optional disciplines (modules) (hereinafter - the annual amount of graduate school), full-time Training is 60 credit units. With part-time and correspondence formation forms, with a combination of various forms of training, when implementing the postgraduate program using exclusively e-learning, remote educational technologiesWhen using the network form of the implementation of the postgraduate program, in teaching disabled people and persons with disabilities, as well as accelerated training, the annual graduate studies are established by the organization in the amount of no more than 75 test units and may vary for each academic year.

Obtaining higher education under the postgraduate program is carried out within the deadlines established by GEF, regardless of the educational technologies used by the organization. On the period of graduation program, the time of staying study in academic leave is not included in the graduate school program, on maternity leave, child care leave before reaching the age of three.

Study years (courses)

The educational process under the postgraduate program is divided into academic years (courses). The academic year of full-time learning begins on September 1. The organization can postpone the start of the school year for full-time education for no more than 2 months.

According to part-time and correspondence forms of training, as well as the combination of various forms of training, the period of the school year is established by the organization. IN academic year Vacations are installed with a total duration of at least 6 weeks. The deadline for higher education under the postgraduate program includes the holidays provided on the application of the student after passing the total (state-state) certification.

Individual curriculum

Based on the educational plan of the graduate school program for each studying, an individual curriculum is formed, which ensures the development of the graduate studies based on the individualization of its content. Control over the implementation of the student individual curriculum is carried out by his supervisor.

Scientific leader of graduate student, the topic of graduate student research

No later than 3 months after enrollment on training under the program of graduate school, a scientific director is appointed, and the topic of research work is approved. Requirements for the level of qualifications of scientific executives are determined by GEF. The number of students, scientific guidance, which simultaneously implements a supervisor, is determined by the leader (deputy head) of the organization. The learner is given the opportunity to choose the topic of research work as part of the election of the program of graduate school and the main directions of research activities of the Organization. The study of scientific leaders and approval of the scientific and research work is carried out by the organization's administrative act.

Quality control of graduate studies

Quality control of the development of postgraduate programs includes:

a) current control of performance (evaluation of the development of disciplines (modules) and practical passage);

b) intermediate certification of students (evaluation of intermediate and final results of training on disciplines (modules), practicing practices, implementation of research work);

c) Total (state final) certification of students. Order of conduct intermediate certification students, including the procedure for establishing the timing of the relevant tests of students who have not passed the interim certification for valid reasons or having academic debt, as well as the frequency of interim certification of students is established by local regulatory acts of the organization.

Externites

Persons mastering the graduate school form in the form of self-education (if it is allowed by GEF), as well as persons who have learned on non-state accreditation by the graduate program, can be enrolled as externals for the passage of interim and state final certification into the organization educational activities According to the relevant state accreditation of the postgraduate program. After enrollment of the external on time set by the organization, but no later than 1 month from the date of crediting approves the individual curriculum of the external, providing for the passage of intermediate and (or) state-state certification. The conditions and procedure for enrolling externals to the organization (including the procedure for establishing the deadlines, which are credited to the exists and the timing of the passage of intermediate and (or) state final certification) are established by the local regulatory act of the organization.

Studying Documents

Persons who successfully passed the final (state final) certification is issued a document on education and skilled in qualification. Persons who have successfully passed the state final certification is issued a diploma diploma, confirming the receipt of higher education under the postgraduate program. Persons who have not passed the final (state final) certification or received unsatisfactory results at the final (state final) certification, as well as persons who mastered the graduate school and (or) deduction program, a certificate of training or a period of training on a pattern, independently Installed by the Organization.

The urgency of the problem and themes of this article is due to the fact that in 2017 the first graduate of graduate students who studied in the new conditions of reforming the Institute of Postgraduate Studies took place in Russian graduate students. "The Law on Education in the Russian Federation" (273-FZ dated December 29, 2012) qualitatively changed the status of postgraduate studies and its place in the education system, converting it from postgraduate in the third level of higher education. The assignment of graduate school to the main professional educational programs of higher education as its third level is in line with the international standard classification of higher education levels and complies with the practice of its implementation in Europe. Educational organizations are developing graduate studies based on a list of preparation directions in graduate school. "The procedure for organizing and implementing educational activities on educational programs of higher education - programs for the preparation of scientific and pedagogical personnel in graduate school (adjuncture) regulates the training of graduate students in accordance with federal state educational standards (GEF graduate school) in the direction of training. In the process of learning, graduate students perform a curriculum, pass practices and intermediate, and the end of training - the state final certification, the forms of which are state exam and a scientific report on the main results of the prepared scientific and qualification work (dissertation), with the successful passage of which receive a diploma of graduate school with the assignment of the qualification "Researcher. Research teacher. Regulatory acts are also adopted, regulating the procedure for admission to graduate school and the procedure for conducting state final certification. Educational programs of graduate school are subject to not only licensing, but also accreditation.

Changing postgraduate status causes numerous discussions in an academic environment. Researchers, analyzing the first results of graduate school reform, note the ambiguity of these innovations. Thus, in the statement of the Council on Science under the Ministry of Education and Science of the Russian Federation of March 31, 2016, it was noted that the transfer of graduate studies from the level of postgraduate preparation for the level of higher education was "carried out mechanically, without taking into account the singularities of graduate school as a system for the preparation of scientific and pedagogical personnel." The authors talk about insufficient workout, regulatory uncertainty, internal contradictions modern model Postgraduate studies associated primarily with the procedure of the state final certification of graduate students. Thus, the program for the preparation of graduate students, adjustable GEF, does not include the mandatory preparation and protection of the candidate thesis. The imperfection of financial support mechanisms of reform is also noted, which does not allow most educational organizations to implement innovative graduate school programs, and the traditional disciplinary structure of the financial resources provided (control figures) does not correspond to either world trends or the structure of Russian research and development.

It is noted that the Russian graduate school was not ready to implement structured educational programs in accordance with GEF, but the aim of postgraduate training should be the defense of the candidate thesis.

Thus, it is obvious that in connection with the change in postgraduate status, it is necessary to search for new approaches to the content of the educational program of graduate studies, ensuring the effective training of highly qualified personnel. The obvious becomes a contradiction between those new requirements that the main "consumers" of this process are present - the state, the scientific and pedagogical community and the graduate students themselves - to the training system of higher qualifications, the tasks that graduate students have to be solved, and their previous approaches to its implementation, The result of which has become the low efficiency of this process. The specified contradiction allows you to designate the scientific problem - the need to develop a new concept of the educational program of graduate school, including both theoretical understanding and the development of its specific methodological support.

And the first priority in this process is the answer to the question: what are the goals of modern graduate school? Researchers of graduate school issues allocate two main approaches to the definition of postgraduate preparation target: dissertation and qualifications. Consider briefly each of them.

Position of supporters "Dissertation" approach " It is that the purpose of graduate school should be a targeted research and development work of a graduate student and as its result - the defense of the thesis, and the established GEF educational program distracts graduate students from the preparation of the dissertation. According to the candidate thesis should simultaneously improve and enrich science in a specific field of knowledge, and become scientifically qualification workrevealing the existing graduate student's potential with a set of certain competencies. The period of study in graduate school is connected not only with the development of educational programs of the structured model, but also with the most important personality self-actualization process, with the identification, disclosure and development of the possibilities and abilities of the graduate student. In addition, researchers who adhere to the dissertation approach believe that the main academic and research competencies should be formed at the levels of undergraduate and magistracy, and during the study in graduate school, these competencies can only develop and improve, mainly during research and research work.

The main contradiction of the modern graduate school model is, in our opinion, the fact that graduate school, which was initially created to prepare the personnel of the highest qualification, as a result of the preparation, a scientific degree, no longer puts to the graduate student a goal in the learning process prepare a dissertation for protection. If the previous regulatory act - "federal state requirements for the structure of the main professional educational program of postgraduate vocational education (graduate school) "- unambiguously included a module" Preparing for the dissertation program "in the program of postgraduate studies, now the current graduate students do not contain such a module (as well as the" Candidate Examinations "module) and determine the formation of a certain set of competencies as a target of postgraduate preparation: universal Commonwealth and professional. Thus, the preparation and protection of the thesis are not a mandatory task of a graduate student. We divide the point of view of researchers about a significant weakening at this approach of the research component of graduate school, its "exhaustion".

In turn "Qualification approach" For the goaling preparation of graduate students, which was reflected in GEF, recognizes the basis of postgraduate training organized educational process, the main goal of which is to prepare a competent specialist ready to equal degree Both research and teaching activities capable of planning and solving the tasks of their own professional and personal development, freely orienting in their own and related areas of science recognizable in the scientific community, that is, the full set of universal, general professional and professional competencies, a list which is fixed in the GEF of the corresponding preparation direction. According to the authors, educational training programs for graduate students should be focused on training personnel for scientific and scientific and pedagogical activities, ensure an in-depth individual education with the priority of scientific research recognized in the global scientific community. These programs should be aimed at identifying and mastering the specifics of scientific, innovation and teaching activities in specific areas of scientific knowledge and the formation of a complex of universal competencies in graduates necessary to build a professional career.

In our opinion, an important factor in determining the purpose of preparing graduate students and, accordingly, the content of the educational program of graduate school is the request of the labor market. For whom cooks modern graduate school? Researchers have drawn up the rating of the importance of labor markets for graduate students. In the first place in this rating, the professorship-teaching staff of universities, on the second - researchers of universities and research institutes, on the third - managers and managers of educational and scientific organizations. Each of the named labor markets requires the formation of the competencies meaningful for him. So, for labor market PPS The most significant are competencies in the field of the use of receptions and technologies of educational activities; competencies in the field of research activities; competencies in the field of personal self-development; Ethical and communicative competences. For the labor market of researchers: competencies in the field of research activities; competencies in the field of personal self-development; ethical and communicative and information and technological; Competence in the field of expert and analytical activities. For the labor market of managers and managers of educational and scientific organizations:competencies in the field of personal self-development; ethical, legal, design and organizational and managerial; competencies in the field of financial and fundraising activities; Communicative competences. Of course, the main labor market, on which the preparation of graduate students is focused, is the professorical and teaching staff of universities. It should be noted that in this labor market in recent years there is a fairly unfavorable situation for graduate students. An analysis of statistical data shows a tendency to reduce the number of teacher jobs both in general and in certain positions of the faculty. So, if in the 2005/2006 school year, the number of PPS of higher education organizations was 358.9 thousand people, then in the 2014/2015 academic year, only 299.8 thousand people. This circumstance, on the one hand, generates the problem of employment of graduates, and on the other, it increases competition in the labor market, especially taking into account the growth of graduate students in socio-humanitarian specialties, and reiterates the problem of quality preparation quality in graduate school.

The problem of the insufficient orientation of educational programs of graduate school on the requirements of significant labor markets is possible on the ways of developing educational programs on profiles, which not only correspond to the nomenclature of specialties of scientists, but also take into account the target orientation of the key labor markets and the requirements for graduates competencies. We divide the view of B.I. Poor about the need for a versatile educational program of postgraduate training aimed at the development of universal graduate school skills, regardless of the scientific profile of their preparation. In addition, it seems interesting experience in the development and testing of a universal-oriented educational program for graduate students.

Thus, the main discussion issue is the question of whether graduate school should preserve its previous species, where the main purpose of graduate students is the preparation and protection of the thesis, or to become a full-fledged third level of education with the mandatory development of the relevant educational program in the direction of training, the implementation of the curriculum , surrender tests, exams and not demand from graduate student at the exit of protection of the thesis.

If we refer to world practice, you can note the two main types of graduate school: classical and structured. The graduate school of the classic type works in accordance with the model "Teacher - Pupil". The structured graduate student implies the implementation of the fully educational program into the structure of which is included, first of all, mandatory dissertation work, in addition, a serious educational component aimed at the formation of the necessary professional competencies, and, finally, in-depth disciplinary and interdisciplinary preparation.

Thus, the problem is which postgraduate model is preferable to a modern Russian education and science system. And the answer to this question directly depends on the clear awareness and a clear formulation of the graduate school.

In our opinion, the purpose of learning a graduate student should be the preparation and protection of the physician dissertation. This should be defined in the educational program in the form of an independent unit, which are, for example, blocks "disciplines (modules)", "practices", "scientific research". The program of the state final certification of graduate students should include the presentation of the dissertation as a form of GIA.

Based on the specified purpose of preparation of graduate students, among some tasks of forming the educational program of postgraduate studies can be called the following:

Accounting in the process of training graduate students of the requirements of the professional standard of pedagogical and scientific and pedagogical worker reflecting the structure professional activity the teacher of the Higher School, which in its work implements Gnostic, Design, Design, Organizational and Communicative Labor Functions;

Ensuring the continuity and integration of research on the levels of magistracy and graduate school, while eliminating the recurrence and duplication of disciplines and modules from the magistracy programs and intensifying the formation of additional competencies necessary for the successful completion of scientific research, competent registration and presentation of its results;

Use to fully the potential of the established scientific schools, as to provide high level Preparation of researchers is possible only on the basis of competitive scientific and pedagogical teams with decent infrastructure and financial support for research. The relevance of the themes of the dissertation studies of graduate students will ensure their participation in the implementation of long-term and promising scientific projects;

Building the educational program of postgraduate studies based on the monitoring of the modern labor market, the use of methods, means and forms of graduate students who form competencies in demand in this market;

Opportunities for designing individual educational trajectories graduate students in the educational program of graduate school.

Thus, we share the opinion of researchers that the problem of developing a educational program for graduate students is a practical task that can be solved if there is a clear idea of \u200b\u200bthe ultimate goal of the postgraduate work in Russia and its expected result. Goaling B. this case It should proceed from the fact that the uniqueness of graduate school as an institution is its infrastructure for business, science and education.

The problem of developing a program for the preparation of scientific and pedagogical personnel in adjuncture

The article discloses the problems of developing the basic educational program of higher education - the training program for scientific and pedagogical personnel in adjuncture. The author emphasizes that the modernization of the system of training of scientific and pedagogical personnel in military educational organizations actualizes the search and justification of the new educational paradigm, the development of adjuncture programs, which are a comprehensive socio-cultural norm and ensuring the integration of science, education and practices, the unity of research, innovative and educational activities of young researchers, an objective system of their state certification. The work allocated the most significant external factors that have a significant impact on the system of training of scientific and pedagogical personnel in the adjuncture: state order (government education, organizational and legal support), social order (increase in demand for higher education, gradual transition to the system of continuous vocational education encompassing the entire period of the officers' service, expectations of officers entering the adjuncture), demographic processes (number and age composition of the population). The author comes to the conclusion that when designing and implementing adjuncture programs, it is necessary to preserve such an axiological feature of postgraduate vocational education, as the dominance of the creative cognitive activity of adjunct over the passive-reproductive perception of their knowledge. It is necessary to apply individualized technologies in counterweight to frontal forms and methods of education.

Currently, a higher education system is formed in Russia, consisting of three educational subsystems: 1) undergraduate; 2) training of a specialist, graduate; 3) Preparation of scientific and pedagogical personnel, the residency, an internship assistant1. At the same time, as a substantial innovation, highly qualified personnel training should be highlighted as the third-level higher education programs.

Changes in the implementation of highly qualified personnel training programs are actualized by the problem of developing the main educational programs of higher education, in particular, training programs for scientific and pedagogical personnel in the adjuncture (hereinafter referred to as the adjuncture program). The resolution of this problem implies an active search and justification of the new educational paradigm, the main task is to-to leave an adjuncture in its tradition

It should be recognized that the expectations of officers entering the adjuncture, it is not answered by obtaining a qualitative departmental higher education, but the possibility of preparing and protecting the dissertation for the degree of candidate of science, providing career growth prospects.

The system of preparation of scientific and pedagogical personnel in the adjuncture also has a significant impact of the demographic situation, which led to a reduction in the number of school graduates, which, for many higher military schools, actualizes the risks associated with the process of optimizing the higher education system carried out by reducing the faculty military educational organizations.

The Military Educational Organization on the basis of higher education FGOS independently develops and approves the adjuncture program implemented in the interests of the state defense, which is the central link of the organization of the educational process in the highest military-educational institution4. It is from it that the final result of the activities of the military educational organization in the training of highly qualified personnel depends. the education and science of the Russian Federation, characterizes its orientation on specific areas of knowledge and (or) activities and determines its subjectual and thematic content that prevail the types of training activities of students and requirements for the results of its development5. At the same time, the orientation of the educational program is determined taking into account the relevant scientific specialties (envisaged by the nomenclature of scientific specialties) attributed by the order of the Ministry of Education and Science of Russia to the specified preparation area6.

In 2014, FGOS were introduced in the areas of training of highly qualified personnel, which are a set of requirements that are mandatory in the implementation of adjuncture programs, which establish general requirements for exemplary basic educational programs of higher education and adjuncture programs. They must ensure comparability of the planned results of the development of adjuncture programs, taking into account the direction of the preparation and focus of the educational program, offering all the highest military educational institutions Possible invariant project of the adjuncture program. However, at present, in military educational institutions of higher education there are no approximate basic educational programs for adjunctures, the development of which is entrusted to the main management of personnel, and the invariant content of educational programs of military educational organizations has developed as a whole only in relation to the two steps of higher education -Bakaslavl and magisturia7.

The overall structure of the adjuncture program is only partially regulated by the legislation on the composition of mandatory

When designing and implementing adjuncture programs, it is necessary to preserve such an axiological feature of postgraduate vocational education, as the dominance of the creative cognitive activity of adjunct over the passive-reproductive perception of their knowledge.

It is necessary to apply individualized technologies in counterweight to frontal forms and methods of education.

components. Thus, according to regulatory legal documents of the Ministry of Defense of the Russian Federation, the adjuncture program is a complex of the main characteristics of education (volume, content, planned results), organizational and pedagogical conditions, forms of certification, which is presented as a curriculum; calendar learning schedule; curriculum programs, practitioners; Evaluation Fund; methodological materials (thematic plans, programs of state final certification); other components included in the adjuncture program by decision of the Academic Council of the Military Educational Institution8. Under the conditions of transition from postgraduate education to one of the steps of higher education - the preparation of highly qualified personnel, the experience of the development of com-paste-oriented adjuncture programs is accumulated. Along with the obligatory accounting of the legislative regulations, the overall structure of the adjuncture program as a comprehensive project of the educational system is carried out.

The adjuncture program, which is expected to integrate research, educational and practical activities Future specialist scientists in the interests of ensuring state defense, regulates the goals, expected results, conditions and technologies for the implementation of the educational process, assess the quality of graduate preparation, and also determines the content of education.

When designing and implementing adjuncture programs, it is necessary to maintain such an axiological feature of postgraduate vocational education, as the dominance of creative cognitive activity

adjunct on the passive-reproductive perception of their knowledge. It is necessary to apply individualized technologies in counterweight to frontal forms and methods of education. The basic model should be considered an educational paradigm in which the installation on the creative activity of adjunct is generally accepted, the development of creative theoretical thinking, the desire to harmonize the requirements of the department and the interests of the officer. The most important goal here is self-actualization of adjunction.

Based on the foregoing, it can be concluded that external factors on the system of preparation of scientific and pedagogical personnel in adjuncture are significantly influenced. The most significant of them includes the following: state order, social order, demographic processes. Modernization of the system of training of scientific and pedagogical personnel in military educational institutions, the search and justification of the new educational paradigm for the preparation of scientific and pedagogical personnel is to top up the problem of developing adjuncting programs that are a comprehensive socio-cultural norm and ensuring the integration of science, education and practice, the unity of research, innovative and educational The activities of young researchers, an objective system of their state certification. ^

Doctoral degree studies, adjuncture are opened in universities with state accreditation, and scientific institutions, organizations that have a license for the right to conduct educational activities in the field of postgraduate vocational education that have highly qualified scientific and scientific and pedagogical personnel. Doctoral studies opens in universities and scientific organizations that have, as a rule, specialized dissertation advice on the protection of dissertations for the competition of scientists of the degrees of the candidate and Doctor of Science.

Opening of doctoral studies, graduate school and adjunctureand the termination of their activities is carried out and is issued by the Order of the Ministry of Education of the Russian Federation after the relevant examination, and the opening of graduate studies (adjunctures) is carried out with the issuance of a license after the license expertise on the right to conduct educational activities in the field of postgraduate vocational education (except for the Russian Academy of Sciences and Sectoral Academies State status). Relevant petitions are submitted by ministries, departments and subordination of the Ministry of Education of the Russian Federation by universities and scientific institutions, organizations.

Doctorateit is a form of preparation of scientific and pedagogical personnel of higher qualifications. The doctoral studies are accepted by persons who have a candidate of science. Doctoral training is carried out by full-time. Its period should not exceed three years.

Application for admission to doctoral studies is submitted to the rector of the university or head of the scientific institution, the organization engaged in the preparation of doctoral students. The following documents are attached to it: a copy of the diploma to award a scientific degree of a candidate of science, a questionnaire, a detailed plan for preparing a doctoral dissertation, a list of published scientific works, inventions. The identity document and a diploma for awarding a scientific degree of a candidate of science is imposed in a doctoral program personally. The question of recommendations for enrollment into the doctoral studies is solved by the scientific council of the university or a scientific organization on the basis of the conclusion of the appropriate department (department, sector). After that, the order of enrollment is published by the rector of the university (the head of the scientific organization).

Persons enrolled in doctoral studies are exempt from posts in accordance with the labor legislation of the Russian Federation. The scholarship is enrolled at the expense of the budget of the budget from the date of enrollment, but not earlier than the day of dismissal from the previous job.

To do this, apply to the rector's name with the application of the deployed plan of the doctoral dissertation and the list of published scientific papers. The rector on the basis of the conclusion of the relevant department (faculty, scientific council) and the documents submitted by the candidate decides on his translation to the position of a researcher to prepare a doctoral dissertation. Such a translation is carried out within the limits of funds available in higher educational institutions. Candidates of sciences transferred to the posts of researchers, after the expiration of the stay in this position, cannot do the doctoral studies at the expense of the budget. Just like doctoral students, they annually submit a work report on the dissertation that they must complete during the title.

Admission to graduate school is carried out annually in the timeline established by the university or a scientific organization. It is organized by the Admission Commission, chaired by the Rector (Vice-Rector) of the University or the head of the scientific institution (his deputy). Members reception Commission It is appointed by its chairman among highly qualified scientific and pedagogical and scientific personnel, including scientific leaders of graduate students.

Enrolled in graduate school undergo an interview with an alleged supervisory manager, the results of which is reported to the admission committee. Taking into account the outcomes of the interview, it makes a decision on admission to the entrance exams, which is notified by incoming within a week.

Reception of entrance examinations in graduate school is held by commissions appointed by the rector of the university or the head of the scientific institution. The Commission includes a professor or doctor of sciences for the specialty for the exam. In the absence of doctors of sciences, candidates of science may include, associate professors, and in a foreign language - and qualified teachers who do not have a scientific degree and scientist, sufficiently owning the relevant foreign languages.

Enters the graduate school to pass competitive entrance exams in accordance with state educational standards of higher professional education: special discipline; philosophy; A foreign language, determined by the university or a scientific institution and the necessary graduate student to fulfill the dissertation research. Removing entrance exams is not allowed. Purchased entrance exams in graduate school are valid during the calendar year. Persons who have surrendered fully or partially candidate exams, upon admission to graduate school, are exempt from relevant entrance exams. The results of graduation master examinations on philosophy and foreign language are counted as entrance exams in graduate school, if the master's examinations on these subjects were provided in the individual curriculum. Individual plans for graduate students and topics of dissertations are approved by the rectors (scientists with councils) of universities or leaders (scientific and technical councils) of scientific

institutions for the submission of departments (departments, sectors, laboratories) in the deadlines determined by local regulatory acts. The fulfillment by the graduate student of the approved individual plan controls the supervisor, who is approved by the rector of the university or the head of the scientific institution from among the doctors of sciences or professors simultaneously with enrollment in graduate school. In some cases, on the decision of scientists (scientific and technical) councils, the scientific management of graduate students may involve candidates of sciences of the appropriate specialty, as a rule, having a academic title of associate professor (senior researcher). In practice, such permission is given to affiliates, which prepare a doctoral dissertation, have serious scientific publications. Graduate students performing scientific research at the junction of related specialties are allowed to have two scientific leaders or managers and a consultant, one of which can be a candidate of science. The number of graduate students attached to one scientific supervisor is determined with his consent by the rector of the university or the head of the scientific institution.

The graduate student is annually certified by the Department (department, sector, laboratory). In case of non-fulfillment of an individual plan, it is deducted from postgraduate. The graduate student, contributed to the end of the learning period, can be restored for the remaining time. There is such a form of work of specialists on dissertations, as forcedation, i.e. attachment to university without enrollment into a doctoral student or graduate school. The scientist applicants may be persons having the appropriate educational qualifications. Thus, applicants to the degree of candidate of sciences may be persons who have a higher vocational education, and the degree of doctor of science degree applicants who have a scientist degree of a candidate of science.

Applicants working on the dissertations are attached to give candidate exams and preserving dissertations to higher educational institutions and scientific institutions with graduate school on the relevant scientific specialties and the having research, experimental base and scientific personnel of higher qualifications. It is possible to attach the applicant only to give candidate exams (for a period of no more than two years) or to prepare the candidate thesis (for a period of no more than three years). In case of non-fulfillment of an individual curriculum, they are subject to deductions.

The most important component of the certification of scientific and scientific and pedagogical personnel is candidian examsThe purpose of which is to establish the depth of professional knowledge of the scientist's degree, the level of its preparedness to self-research work. Candidate exams are required for awarding a scientific degree of a candidate of science, as well as for applicants to a scientist

the degree of doctor of science, not having a scientific degree of a candidate of science.

Candidate exams are established on philosophy, foreign language and special discipline. They are surreated in universities with state accreditation, scientific institutions that have a license for the right to conduct educational activities in the field of postgraduate vocational education, and at the departments of the Russian Academy of Sciences.

The candidate exam on special discipline is surrendered under a program consisting of two parts: a model program - minimum in the specialty developed by leading industry in universities and scientific centers and approved by the Ministry of Education, and an additional program developed by the appropriate department (department, sector, laboratory). Candidate examinations in philosophy and foreign language are summed up by approximate educational programs developed and approved by the Ministry of Education.

Candidate exams on special discipline are surrendered in universities and scientific institutions with graduate school under this specialty. Two other exams can be handed over in other universities or organizations. Thus, the candidate exam in philosophy is allowed in universities with independent departments of philosophy, at the Institute of Philosophy and at the Department of Philosophy Russian Academy Sciences, as well as in universities with the Department of Socio-Humanitarian Sciences at least two teachers, one of which should be a doctor of philosophical sciences, and the other may be a candidate of philosophical sciences. The commissioning of the candidate exam in a foreign language necessary for the fulfillment of dissertation work is allowed in institutions with graduate school of the science of the examining and specialists of relevant qualifications in this language, as well as at the Department of Foreign Language of the Russian Academy of Sciences in the direction of the university or a scientific institution. For receiving exams for each of these disciplines, a special commission is being created under the chairmanship of the head of the institution (or his deputy for scientific work). Members of the Admission Office are appointed by its chairman from the number of highly qualified scientific and pedagogical and scientific personnel, including scientific leaders of graduate students. The Commission is authorized to accept the candidate exams if at least two specialists in their profile of the adopted exam participate at its meeting, including one doctor of science. The Commission on the reception of the Ph.D.'s candidate exam as a general scientific discipline in the absence of a doctor of historical, economic, political and sociological sciences at the Department of Philosophy of Philosophy, and the Commission on the reception of the candidate exam in a foreign language Department of universities and units of scientific institutions in the specialty of the examining, having a degree and own degree in these languages.

The candidate exams are taken, as a rule, twice a year in the form of sessions lasting one - two months each. The timing and duration of sessions are established by the rector of the university or the head of the scientific institution conducting the reception of candidate exams. In the case of the submission of the dissertation work in the dissertation council, the candidate exam can be accepted outside the session's deadlines.

Candidate exams are held at the discretion of the examination committee on tickets or without tickets. To prepare a response, a scientist applicant uses examinations that are saved after receiving the exam during the year.

For each degree applicant, the Candidate Exam Reception Protocol is filled in, which makes tickets and issues specified by the applicant members of the Commission. The knowledge level of the applicant is estimated at "excellent", "well", "satisfactory", "unsatisfactory." The admission protocol of the candidate exam is signed by those members of the Commission who were present on the exam, indicating their degree, scholar title, held position and specialty according to the nomenclature of specialties of scientists. They are approved by the head of the institution and are stored in the archive.

A scientist seeker is issued candidate Exam Certificatethe established form, and at the place of passing the last examination certificate of the previous candidate exams is replaced by a single identity.

In case of failure to appear on the candidate exam for a good reason, the applicant may be allowed to give it during the current session. Repeated candidate exam during one session is not allowed. If the applicant does not agree with the decision of the examination committee, they may submit a rector (head) of the institution during ten days, which can permit the exam.

Legislation establishes a number of restrictions in the surrender of candidate exams for leading staff of universities and scientific organizations. Thus, rectors (vicectors) of universities and heads of scientific institutions (their deputies) are not allowed to take candidate exams at the place of main work.

The Education Law mentions this form of postgraduate education as ordatura.
